Verkhovna Rada Committee on Science and Education eyes proposals to draft law "On scientific and scientific-technological activity"

On October 13, the premise of the Verkhovna Rada Committee on Culture and Spirituality hosted meeting of the workgroup for elaboration of proposals to the generalized draft law on the basis of the draft law No. 2244a "On scientific and scientific-technological activity." The work was done in compliance with the order of Chairperson of the Verkhovna Rada Volodymyr Groysman as to the speediest consideration of 70 top-priority draft laws from the Plan for Legislative Support to Reforms.

The meeting participants were members of the workgroup. The governmental draft law "On scientific and scientific-technological activity" was taken as the basis.

The moderator of the discussion was Chairperson of the Committee Liliya Hrynevych.

This Committee meeting was the first in the history of the Verkhovna Rada of Ukraine to be broadcast on the Internet.

Liliya Hrynevych noted that this was the first workgroup meeting to find an agreed decision on the draft law and elaborate single document for the first voting.

The draft law "On scientific and scientific-technological activity" is expected to facilitate not only the development of science and improvement of scientific-technological potential of Ukraine, but also to help scientific institutions in practical application and implementation of own results of scientific researches and inventions, to raise the status of scientists and make their work prestigious. It will also bring scientific-technological activity of Ukrainian scientists in line with the world standards and make terms of our legislation closer to the ones of the EU Law.

Authors of the draft laws Nos. 2244a-1 submitted by people's deputies Hryhorii Zabolotnyi, Taras Kremen, Ivan Kyrylenko, Volodymyr Lytvyn and Ihor Brynchenko; 2244a-2 submitted by people's deputies of the Samopomich Association faction at the Verkhovna Rada of Ukraine Olena Sotnyk, Oleksii Skrypnyk and Oleh Bereziuk; as well as 2244a-3 submitted by people's deputy Serhii Taruta expressed their principled position.

The draft law No. 2244a was presented by Deputy Minister of Education and Science Maksym Strikha. The meeting participants also heard reports by Ivan Kyrylenko on the draft law No. 2244a-1, Ihor Mryhlod on the draft law No. 2244a-2, and of Valentyn Chebanov and Volodymyr Semynozhenko on the draft law No. 2244a-3.

The major principled positions the hearing participants focused on were the status of the regional scientific centers, Junior Academy of Sciences and the National Academy of Sciences; authorities of the Verkhovna Rada of Ukraine and the President in this field; as well as social guarantees for scientists.

As earlier reported, Chairperson of the Verkhovna Rada Volodymyr Groysman said: "We will make all committees meetings public, when possible we will ensure their comprehensive online broadcasting. I would also like to ask you to take the approved Plan for Legislative Support to Reforms in account."

According to the statistics, as at late 2014, the number of employees of organizations, who fulfilled scientific and scientific-technological works, made up 109,600 persons, including 58,700 researches, 10,700 technicians, 20,100 other employees. In 2014, Ukraine spent a total of UAH 10,320,327,900 for researches, USD 7,991.5 per researcher.
