The Speaker of The Verkhovna Rada of Ukraine O. Moroz Suggests Supplementing the OSCE Parliamentary Assembly Resolution with the Sentence Stating that Ukraine Will Independently Solve its Problems according to the Constitution

The Speaker of The Verkhovna Rada of Ukraine Olexandr Moroz  had a meeting with Johannes Koskinen, the Parliament Vice-Speaker of the Republic of Finland, on Saturday, 7 July.

At the beginning of the meeting, the Speaker of The Verkhovna Rada of Ukraine commented on activity of Finnish delegation at the meetings of the OSCE Parliamentary Assembly.  According to his words, countries with stable democracy and developed parliamentarism secure high standard of living to their citizens.

In his turn, J. Koskinen expressed gratitude for excellent organization of the Assembly Session.

On the request of the Vice-Speaker of the Finnish Parliament, the Speaker of the Verkhovna Rada of Ukraine reported about current political situation in Ukraine, characterizing it as "utterly complicated".

According to O. Moroz, the first stage of political reform aimed at establishment of parliamentary-presidential republic has been implemented in Ukraine. Now it is necessary to implement its second stage, which consists in consolidation of privileges, increase of role and importance of local authority.

At the same time, he stated that the President demonstrated his will to exercise authority individually, violating the Constitution and legislation. "Usurpation of authority is going on, - emphasized the Speaker of the Verkhovna Rada of Ukraine.  He also stated the following: since Coalition and the Government declared against such course of events, the President resorted to the dissolution of Parliament by issue of three unconstitutional decrees, blocking the activities of the Constitutional Court and Central Election Commission, interference in activities of judicial system and law-enforcing bodies. "Mass preparation to the falsification of election, which are, by the way, unconstitutional, is taking place´´, - said the Speaker of The Verkhovna Rada of Ukraine.

"The President does not need the election, but another Constitution, which is planned to be submitted to referendum on the election day, and which will become the legal establishment of dictatorship," he emphasized.

O. Moroz emphasized that Ukraine does not need foreign assistance, though events in Ukraine should be objectively appraised by European parliaments. Therefore, the Resolution of the Parliamentary Assembly should be supplemented with the sentence stating that Ukraine will independently solve its problems according to the Constitution.

"This is not interference in internal affairs of Ukraine", - emphasized O. Moroz. Answering the questions of Mr Koskinen, he stated that the Socialist Party "has never got demobilized" and socialists have always been present in the parliament, notwithstanding sociological studies.  However, O. Moroz stated that "authority has never worked so cynically against the socialists", therefore the election will become "a juridical war."

In his turn, Mr Koskinen expressed expectations that situation in Ukraine will be solved in accordance with the Constitution.
