Groysman: adoption of law on decentralization amendments to Ukrainian Constitution will become basis for development of local self-government under European standards

Chairperson of the Verkhovna Rada Volodymyr Groysman has expressed confidence that the adoption of the Law on amendments into the Constitution of Ukraine as to the decentralization of power would become the basis for the development of local self-government system in Ukraine in compliance with the European standards.

At the meeting with Britain's Minister of State for Europe David Lidington on Thursday, Groysman noted that the decentralization was a very important element of reformation of the power system. "Real local self-government" should be the basis for the local authorities.

The Chairperson of the Verkhovna Rada characterized the draft law on amendments to the Basic Law as a high-quality document corresponding the European Charter of Local Self-Government. He noted that it had obtained a positive estimation from the Venice Commission.

In turn, David Lidington said that yesterday after his trip to Vinnytsia, he understood that reforms were underway in Ukraine. He said it was still much to do to reform the local self-government system however, added that the Vinnytsia city model could be used as an example of the real decentralization's functioning.

The Chairperson of the Verkhovna Rada also informed about the legislative support in Ukraine. He said that the Verkhovna Rada had showed it ability to take important decisions having given an example of today's consideration of the draft laws required by the Visa Liberalisation Action Plan.

Groysman also informed about reformation of the Verkhovna Rada of Ukraine and its Secretariat with the participation of European Parliament experts. "It is very important to make the major legislative body up-to-date, transparent, professional and reform-productive," he said.

In turn David Lidington assured of Britain's readiness to provide its expert assistance to Ukraine in holding of reforms.
