Among other tasks incumbent upon the Temporary Inquiry Panel, according to this Draft Document (Reg. No.1115), is ' an inquiry into the multiple facts of Violation of the Constitution of Ukraine and Ukrainian Laws by Dobkin Mykhailo Markovych, Kharkiv Mayor, and Kernes Hennadiy Adolphovych, Kharkiv City Council Secretary, in the system of tariff, property, land, budget and financial relations, and when holding Meetings of the Kharkiv City Council.
