This Bill (Reg. No. 3019) intends to specify the Term of Office of Local Councils, Village, Town and City Heads, Chairmen and Vice-Chairmen of the Regional, District and City District Councils.
The Bill has been approved by Parliament in its first reading, and the Local Government Organisation Subcommittee is currently preparing its second reading. It has so far received 8 proposals from the legislative leadership entities. For example, it is proposed to specify that ‘the Term of Office of Village, Town and City Heads, elected at scheduled local elections, shall be as laid down in the Constitution of Ukraine´, whereas ‘the authority of the Local Council elected at an Early or First Election shall expire on the day when the appropriate Council elected at a Scheduled Election opens its first session´.
The Bill also requires that ‘in the absence of the Chairman of the Council, or his inability to fulfil his duties for whatever reason, the first Vice-Chairman of the Council shall take up the authority of the Chairman of this Council´, and ‘in the absence of the Chairman of the Council, or his inability to fulfil his duties for whatever reason, together with the absence of the First Vice-Chairman of the Council or his inability to fulfil his duties for whatever reason, the Vice- Chairman shall take up the authority of the Chairman of this Council.
