The adoption of this Bill (Reg. No. 0073) is important for the development of the cooperation between Ukraine and European Union, inasmuch as after taking effect the Framework agreement will regulate the legal, administrative and technical aspects of the introduction of the EU projects and foreign assistance programs in our State.
The ratification of the Framework agreement will create starting conditions for the practical introduction of the projects of European neighborhood and partnership instruments and other subject programs in Ukraine.
The implementation of the EU foreign assistance projects will facilitate the arrival of grant resources for the introduction of projects in the fields of nuclear safety, non-nuclear sector power engineering and energy conservation, institutional development, transboundary and regional cooperation, for the infrastructure enhancement of the State border of Ukraine and for the solution of the migration matters, for the development of the civil society.
After coming into force, the Framework agreement between the Parliament of Ukraine and European Commission will substitute the regulation of the legal, administrative and technical aspects of introduction of EU projects and foreign assistance programs in Ukraine with "The General Rules Applied to the Memoranda Concerning Financing". This effective international Agreement was concluded by the Government of Ukraine and European Commission on 28 December 1994.
