The General Committee on Democracy, Human Rights and Humanitarian Issues of the OSCE Parliamentary Assembly Continued Discussion of the Amendments to the Draft Resolution "Implementation of the OSCE Commitments" on the Morning Session

The Committee members have already processed fifty-one out of fifty-five proposed amendments, and the majority of them were adopted.

The Committee members actively discussed the amendment stating that the activity of State bodies is conducted not only "in accordance with national legislation and international conventions, but also due to democratic values in their basis." This amendment was dismissed, because the parliament members are convinced that "democratic principles do not always serve as a basis for national legislation".

The statements of Paragraph 36 of the Draft Resolution have also been amended. They concern the approval of the Parliamentary Assembly of the intentions "to continue technical cooperation with the Office for Democratic Institutions and Human Rights (ODIHR), confirming its striving for further effective cooperation with ODIHR for the sake of common evaluation of election process with taking into account the results of short-term and long-term election observation."  

The Assembly members introduced a new paragraph to the draft resolution, in which they express firm conviction that "long-term and short-term election observation, and election observation conducted by experts and parliament members complement each other". It is also stated that the ODIHR methodology "is based on the long-term observation on the location, which helps to make objective and valid conclusions due to common efforts." The Committee members are convinced that the parliament members make their contribution to this activity due to considerable personal experience, and also promote the popularizations of election observation missions.
