Creation of a new model of effective governing will be completed after the adoption of number of laws based on the renovated Constitution, Chairperson of the Verkhovna Rada Volodymyr Groysman said in an article entitled " Why we need the decentralization?" published by the Ukrainska Pravda online media.

He said "there are only four key aspects requiring precise determination: the status of a community as a basic unit of local self-government; principles of subsidiarity, ubiquity, financial self-sufficiency of local self-government; three-tier model of local self-government; and the system of state and civil control."

Groysman also noted that the quantity and borders of regions and districts will not be changed.

The major territorial unit, in words of the Ukrainian Speaker, will be community, which will have its head and executive committee with all functions of community management.

Groysman said the next level will be district and region, which will elect district and regional councils that will have to establish executive committees instead of district and regional state administrations.
