Successful introduction of the decentralization reform is a guarantee of success in reformation of other sectors in the country, Chairperson of the Verkhovna Rada Volodymyr Groysman said at the meeting of the Association of Ukrainian Cities in the frames of the XI Ukrainian Municipal Forum.
Groysman will meet with representatives of the local self-government bodies in Odesa.
Groysman said that as a result of the introduction of financial decentralization — the transfer of funds to local budgets, the budgets of small towns have already increased by almost 40%. The financial capacity of communities is one of the most important principles of reformation of local self-government.
Speaking about introduction of decentralization amendments into the Constitution of Ukraine, Groysman said that on June 19 he presented respective draft law to members of the European Commission for Democracy through Law (Venice Commission).
The Basic Law amendments envision creation of three-tier system of local self-government, provision of its comprehensiveness and subsidiarity; delegation of precise financial instruments and determination of their authorities; creation of executive committees at the level of regions and districts; dissolution of local state administrations.
Ukraine has to go through the way of reforms and repeat the success of Poland and other European countries, the Head of the Verkhovna Rada concluded.
