Verkhovna Rada Committee for Combating Corruption hears report of Prosecutor General's Office of Ukraine, Ministry of Interior Affairs of Ukraine and Security Service of Ukraine

Chairperson of the Security Service of Ukraine Valentyn Nalyvaichenko, Deputy Prosecutor General of Ukraine Yurii Stoliarchuk, Deputy Interior Affairs Minister of Ukraine Oleksii Rudenko and other representatives of the said bodies took part in the Committee meeting.

Head of the Committee Yehor Sobolev called crucial the investigation into cases upon terrorizing of Maidan; upon returning of funds stolen by the organized criminals, who terrorized Maidan; and upon usurpation of power by the said organized criminal grouping. He noted that it is very important for the enforcement agencies to show real results in the investigation into the said cases and that mass media organizations should have control of the investigation process.

Nalyvaichenko said he absolutely supported the opinion of the Head of the Committee and stressed that this is the fifth report of the Security Service of Ukraine to the Committee. “Today we can say the following: the investigation into crimes inside of the Security Service of Ukraine itself is underway; the case has been opened against former head of the Security Service of Ukraine Yakymenko for financing of terrorism on the territory of Ukraine,” he said.

Nalyvaichenko also said that the Security Service of Ukraine continues searches and questioning of persons involved in terrorism, persons, who then worked at the Department for protection of national state interests “Alpha” and other units.

Stoliarchuk said that at present, the Prosecutor General's Office is investigating over 1,000 criminal cases; over 100 persons, of whom 25 are high-ranking officials, have been handed notifications of suspicion; 11 criminal cases have been sent to court; over 70 persons have been put on the wanted list.

Rudenko noted that so far operational units of the Ministry of Interior Affairs have received 436 orders from the Prosecutor General's Office of Ukraine as to holding investigations and searches. Of the said amount of orders, 423 have been fulfilled.

The Head of the Committee informed about the decision taken at the previous meeting of April 10 to urge the Verkhovna Rada Committee for Combating Corruption and the Verkhovna Rada Committee for Legislative Support to Law Enforcement to establish a workgroup to examine and further publish the facts of possible violations in the state sector of economy that had been earlier made public by the State Financial Inspectorate of Ukraine.

Following the results of the hearing and discussion, the Verkhovna Rada Committee for Combating Corruption passed the decision (minute No. 21):

 

    to declare unsatisfactory the results of pretrial investigation into criminal proceedings upon crimes against lives and health of participants of peaceful rallies during the Dignity Revolution; economic crimes committed by organized grouping headed by former president of Ukraine Viktor Yanukovych;

    to take measures to return property they stole to Ukraine;

    to declare unsatisfactory the results of pretrial investigation into criminal proceedings upon judges of the Constitutional Court of Ukraine, who passed unconstitutional decisions that facilitated usurpation of power by Yanukovych;

    to draw attention of Prosecutor General of Ukraine Viktor Shokin, Interior Affairs Minister Arsen Avakov, Chairperson of the Security Service of Ukraine Valentyn Nalyvaichenko to personal responsibility for results of these investigations and for bringing officials, guilty of negligence and sabotage of the official investigation, to respective responsibility;

    to elaborate the list of recommendations along with attorneys of Nebesna Sotnia [participants of EuroMaidan killed during peaceful rallies], AutoMaidan and other non-government organizations to facilitate comprehensive and full investigation into these cases; to publish this list and in two months hear implementation of the said recommendations by the Prosecutor General's Office of Ukraine, Ministry of Interior Affairs of Ukraine and the Security Service of Ukraine; to initiate dismissal of law enforcement bodies in case of absence of positive results of the investigations and in case of ignoring of the said recommendations;

    to establish a workgroup of people's deputies/members of the Committee headed by chairperson of a sub-committee for public relations I.Lutsenko as to investigation into facts of inactivity of high-ranking officials of state bodies, who hampered revelation of all circumstances of events and bringing of the guilty to respective responsibility;

    to validate the workgroup formed of seven members of the Verkhovna Rada Committee for Combating Corruption/Verkhovna Rada deputies: B.Bereza, I.Popova, D.Dobrodomova, K.Mateichenko, O.Osukhovskyi, I.Melnychuk, and V.Parasiuk.
