Verkhovna Rada Committee for Combating Corruption eyes deputy appeal of Yu.Levchenko and other people's deputies of Ukraine as to establishment of interim investigative commission to investigate facts stated by M.Hordiyenko (Head of State Financial Inspectorate of Ukraine April 2014 – April 2015)

The issue was eyed in view of respective order of Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman at the meeting on April 8, 2015 with the participation of M.Hordiyenko; First Deputy Prosecutor General of Ukraine V.Huzyra; First Deputy Justice Minister of Ukraine N.Sevostiyanova; and other representatives of the Ukrainian Government. The meeting was held jointly with the Verkhovna Rada Committee for Legislative Support to Law Enforcement.

In his statement Hordiyenko noted that after his appointment for the said position in April 2014, he immediately started to examine activity of the previous Government of former president Yanukovych and starting mid-August 2014 he intended to start planned and unscheduled inspections of the Government of Yatseniuk.

“Of UAH 7.6 billion of corruption losses for 2012-2014 I had earlier announced about UAH 3.5 billion were the losses for the second half of 2014… I’d like to note that this amount was found out mainly thanks to unscheduled inspections, which covered insignificant part of the financial activity of state economic entities… In compliance with my estimations, in case of holding comprehensive planned inspections, the amount of losses would make up tens of billions of hryvnias.”

First Deputy Prosecutor General of Ukraine Huzar noted that on March 24, 2014, the Prosecutor General's Office of Ukraine put information about possible violations of Cabinet of Ministers’ officials as to Article 264 of the Penal Code of Ukraine onto the Single Register of Pretrial Investigations. Respective criminal procedure was registered under No. 4201400000000513.

“In the course of pretrial investigation, eyed was the information about officials of the Cabinet of Ministers of Ukraine, who, in accordance with applicant parties, embezzled budget funds via abuse of office and caused state losses in especially big amount. Hordiyenko has been questioned and confirmed information that has been presented here… In compliance with the information provided by the State Financial Inspectorate of Ukraine over the period of the revision held between March 1 and December 31, 2014, the prosecutor's office revealed violations that led to losses worth almost UAH 685 million.”

Huzar also noted that Prime Minister Arsenii Yatseniuk had in written addressed the Prosecutor General's Office of Ukraine informing that members of the Ukrainian Government and he personally were ready to give testimony on the case at any time.

As a result of the hearing and respective discussion, the Verkhovna Rada Committee for Combating Corruption passed the following decisions (minutes No. 19):

 

1. Recommend that the Verkhovna Rada of Ukraine establish interim investigative commission to investigate into facts mentioned by Hordiyenko.

 

2. Recommend that the Verkhovna Rada of Ukraine as soon as possible adopt the Law to regulate activity of interim investigative commissions and interim special commission of the Verkhovna Rada of Ukraine.

 

3. Address the Prosecutor General's Office of Ukraine to ensure state protection of Hordiyenko as a witness in the criminal proceedings.

 

The Verkhovna Rada Committee for Combating Corruption has sent respective letters to Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman and Prosecutor General of Ukraine Viktor Shokin.
