The Committee on Industrial Policy and Entrepreneurship publicly discussed the issue “Ukraine on the threshold of a broad-scale energy modernization”

Discussion, under the chairmanship of Committee Chair Viktor Halasiuk, was dedicated to the bills registered under No. 1313 “On introduction of new investment opportunities, securing rights and legal interests of subjects of entrepreneurial activity and holding a broad-scale energy modernization” and the bill No. 1406 “On amendments to the Budget Code of Ukraine (re introducing new investment opportunities, securing rights and legal interests of subjects of entrepreneurial activity and holding a broad-scale energy modernization)”. 

Viktor Halasiuk informed that according to experts, adoption of the mentioned bills will allow gradually decrease energy consumption of budgetary institutions by 20-40%, as well as gas consumption and gas import respectively by 1 billion cubic metres.

V.Halasiuk stressed also that the package of bills will help cut expenditures of the state and local budgets by billions of hryvnias annually; establish national production of energy efficient equipment and materials in Ukraine; as well as develop service infrastructure.

Apart from this, Committee Chair emphasized that the proposed model of energy modernization will require no additional budgetary expenditures. “The model of bills on energy modernization that we have jointly elaborated introduces a transparent market mechanism of energy service contracts following the best European experience,” summed co-author of the bills.

First Deputy Chairperson of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety and co-author of the bills Oleksandr Dombrovskyi stressed that “district heating enterprises and population consume around 24 billion cubic metres of gas.” 

In his turn, First Deputy Chairperson of State Agency on Energy Efficiency and Energy Saving of Ukraine Oleksii Korchmit added that “there is a chance that we will be able to openly say to Europe: “We introduce the mechanism that has been successfully used in 18 European countries.”  

Viktor Kryvenko, Deputy Chairperson of the Budgetary Committee, said that “this is a unique case when one of the strategic laws is truly reformative and unites different groups of authors.”

Oleksii Riabchyn, Chairperson of the subcommittee on energy saving and energy efficiency of the Verkhovna Rada of Ukraine Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety told about the efficient work on the bills: “I have witnessed a new quality of preparation of the bills.”

Representative of Development on Energy Efficiency and Climate Change Department at the European Bank for Reconstruction and Olena Borysova informed that these bills are efficient from the viewpoint of business. She appreciated their social component.

The First Deputy Chairperson of Kyiv City State Administration Ihor Nikonov believes that the package of bills should lay foundation for new economic growth.

CEO of Robert Bosh Ltd Ukraine, representative of Ukrainian Association for Innovation Development Vitalii Bulda informed that “this law will create lots of new jobs. At present, there are no people in the budgetary sector that would be competent in energy saving.” “Our task is to “give a boost” to the competence currently available on the market,” he stressed. 

“This bill should be adopted in order to use local and international investment resource, as well as obtain credits from international financial institutions,” said Tetiana Korotka, representative of the Public-Private Partnerships Development Program in Ukraine, financed by USAID. 

First Deputy Chairperson of the Budgetary Committee Vasyl Amelchenko added that “we have united behind adoption of these bills, thus we should bring our legislation in line with them.”

At the end, Viktor Halasiuk thanked all those actively participating in elaboration of the bills.
