Committee members considered the bill (Reg. No. 2147) and following the results of discussion, made the proposals and insist on considering them when preparing the bill for the second reading.
The people’s deputies drew attention to the fact that it is planned to significantly increase prices on energy products.
Committee members stressed also that the necessity arose to stipulate for the “Subvention from the State Budget to local budgets to pay off debts caused by difference in tariffs for heat energy, services of centralized water supply and water disposal that was produced, transported or delivered to population, and that arose in the result of inconsistency between original cost of heat energy, services of centralized water supply as well as water disposal and tariffs approved and/or agreed by state authorities or bodies of local self-government” in the bill on amendments to the State Budget for 20015.
The Committee provides the proposals agreed with the Ministry of Regional Development, Construction and Housing and Communal Services regarding the sources to replenish the abovementioned subvention in 2015.
The Committee deems it necessary to stipulate expenditures for the following programmes:
KPKVK 2751370 “Financial support for the State Fund on promoting youth residential development” in the amount of UAH 1 412,496 thousand;
KPKVK 2751380 “Partial compensation for credit interest of commerce banks to young families and single young citizens for construction (reconstruction) and purchase of dwelling” in the amount of UAH 23 513,8 thousand.
The Committee referred its proposals to the Committee on Budget to consider them in the course of preparation of the bill on amendments to the Law “On the State Budget of Ukraine for 2015” for the second reading.
