Members of the Committee on Science and Education Liliia Hrynevych, Oleksandr Spivakovskyi and Oleksii Skrypnyk; Deputy Minister of Science and Education of Ukraine Andrii Hevko; rectors of leading higher educational establishments of Ukraine Mykhailo Zghurovskyi (National Technical University of Ukraine “Kyiv Polytechnic Institute”), Petro Kulikov (Kyiv National University of Construction and Architecture), Stanislav Nikolaienko (National University of Bio Resources and Natural Resources Use of Ukraine); as well as representatives of these educational establishments and lecturers of the National University of Kyiv Mohyla Academy participated in the meeting. Guests from the National Academy of Pedagogical Sciences of Ukraine (NAPS): Vasyl Kremen – NAPS President, Andrii Hurzhii – NAPS Vice President, Valerii Bykov – Director of the NAPS Institute of Information Technologies and Learning Tools, and Viktor Rudenko – academician of the NAPC Pedagogical Institute of Ukraine were also in attendance at the meeting. National Academy of Sciences of Ukraine was represented by Anatolii Zahorodnii, Vice President of the National Academy of Sciences (NAS); Pylyp Andon, Institute of Software Systems of NAS of Ukraine; Volodymyr Hrytsenko, National Scientific and Training Center for Information Technologies and Systems of NAS of Ukraine and Ministry of Science and Education of Ukraine; as well as representatives of the European Business Association.

Mykhailo Zghurovskyi, Vasyl Kremen and Stanislav Nikolaienko, prove topicality
of the issue of cluster model establishment.
“Today Ukraine has significant problems with legislation, which should establish a platform for the operation of science parks, startups and clusters with a view of cooperation of universities and the business. We need system-building legislation that will provide an opportunity for efficient and productive work of all the participants. Our discussion should result in real proposals to legislation,” said Chairperson of the Committee Liliia Hrynevych at the beginning of discussion.
First Deputy Chairperson of the Committee on Science and Education Oleksandr Spivakovskyi reported on the issue of “Establishment of a cluster model of cooperation between universities and IT-companies.” Natural combination of science, education and business should be the basic concept of such cooperation. Unfortunately, at present such cooperation is not enshrined in legislation, and is represented only in Khmelnytsk, Kherson, Lviv, Ivano-Frankivsk and some other oblasts. That is why Oleksandr Spivakovskyi referred for consideration by the Committee the bill “On implementation of experiment in teaching in the sphere of information and communication technologies with a view of raising the level of competence”.
Chair of “DataArt” Office in Kyiv Heorhii Kremenetskyi outlined problems the company faces when hiring personnel. He said that companies are ready to invest in the development of human resources by launching unique programmes for integrated cooperation between the future employee and a mentor.
To support the cluster model, Mykhailo Zghurovskyi told about the activity of “Kyiv Polytechnic” Science Park as a center of country’s innovational development.
All in all, participants appreciated the idea of establishment of a cluster model of cooperation and discussed proposals and recommendations on implementation of this concept.
