The Committee on Corruption Prevention and Counteraction recognized the bills on peculiarities of extraction of raw amber in the deposits and occurrences of no commercial value and on extraction and sale of amber as contradicting requirements of anti-corruption legislation

Committee claims that corruptogenic factors of the bill (Reg. No. 1351) are a provision of article 22 on applying a fee for using subsoil which does not comply with clause 7.3. of article 7 of  the Tax Code of Ukraine.

It was mentioned that the same remarks apply to provisions of the draft law on distributing authorities between local self-government bodies and executive bodies in issues on providing special permits for using amber soils.  

The Committee believes the abovementioned collisions between norms of the draft and current legislation can create conditions for conducting corruption actions or for occurrence of corruption relations.

An alternative draft law on extraction and sale of amber (Reg. No. 1351-1) is also recognized as having corruptogenic factors.
