Volodymyr Groysman stressed "We need to clearly understand that it does not mean federalization of Ukraine in any case or any other type of autonomy". "Both Donetsk and Luhansk Oblasts are a part of Ukraine", he stressed. "Moreover, Ukraine is a sovereign and indivisible state; the issue on losing territorial integrity is non-negotiable".

"Everyone needs to understand that temporary occupied territories in the East are a part of Ukraine. Therefore, a total renewal of governmental system - both state and local - shall be obtained", said Chairperson of the Verkhovna Rada. In words of Volodymyr Groysman, elections to local authorities in Donbas need to be held under Ukrainian legislation in order to restore confidence in local government.
