The Committee on State Building, Regional Policy and Local Self-Government considered information of Accounting Chamber on the results of auditing the use of State Budget funds for the establishment of centers for administrative services provision

 Audit was carried out in line with the Activity Plan of the Accounting Chamber Collegium for 2014.   

Audit proved that local state administrations and bodies of local self-government failed to ensure fully efficient management of state budget funds allocated in 2012-2013.  

As of October 2014, 666 centers of 679 were established and only 70 of them are provided with the necessary conditions, territory and number of administrators that is sufficient for provision of qualitative administrative services.  

Contrary to the requirements of articles 5 and 14 of the Law “On Administrative Services”, the law on the list of administrative services and payment (administrative fee) for their provision was not adopted, and the issue of bringing provisions of some of the legislative acts with the mentioned law has also remained unaddressed.

Following the results of consideration and discussion, Committee decided to take into account information of the Accounting Chamber and recommend the Cabinet of Ministers to consider it when elaborating draft laws and issuing its own regulatory legal acts pertaining to provision of administrative services.
