The Committee on Construction, Urban Development, Housing and Communal Services recommends that the Verkhovna Rada should adopt as a basis the draft law on amendments to several legislative acts of Ukraine (re provision of communal services)

 The bill (Reg. No. 1621) aims to:

determine bodies authorized to decide on providers of central heating services, central supply of cold and hot water, as well as water disposal;   

protect rights of associations of co-owners of apartments of one building and housing cooperatives at the communal services market in the part of concluding agreements on providing the respective services;

eliminating conflicts of law principles of the applicable Ukrainian legislation in the sphere of communal services, etc.

The bill stipulates amending and supplementing the Law “On Housing and Communal Services” and the Law “On Local Self-Government in Ukraine” in the part of resuming powers of local self-government.

Committee members upheld the bill adoption of which will contribute to releasing social tension and strengthening rights of associations of co-owners of apartments of one building, as well as housing cooperatives, etc.
