The problem of non-personal voting should be resolved comprehensively. Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman stressed this on Monday, responding to journalists’ question as to expediency of introducing a sensor button.
Volodymyr Groysman stressed that the people’s deputies that are elected to the single legislative body should bear personal political responsibility for the decision making.
At the same time, he noted that according to the experts’ opinion, “sensor button is not a heal-all; a loom can be found.”
In this context, Chairperson of the Verkhovna Rada informed that he will establish a working group this week, consisting of the people’s deputies and experts, with a view to elaborate amendments to the Rules of Procedure of the Verkhovna Rada “including for the purposes of resolving the problem of non-personal voting.” According to him, extensive measures should be taken to prevent non-personal expression of will of the people’s deputies.
Volodymyr Groysman informed also that following the results of the today’s meeting of the Conciliatory council, he has ordered several instructions to the Verkhovna Rada of Ukraine Secretariat pertaining, in particular, to adherence to all of the procedures in the course of preparation of the bills for consideration, and concerning maintenance of all technical aspects to highlight committees’ work.
