Volodymyr Groysman: The Parliament has to carry out its part of work on implementing reforms

The Parliament has to make every effort to carry out its part of work on implementing reforms. Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman stressed this opening Conciliatory Сouncil meeting on Monday.

“The Verkhovna Rada has its competence and some part of work on the way to implementing reforms should be done by the Parliament,” he claimed. “It is important not to merely talk about reforms but implement them and change life in Ukraine, and the Parliament plays here the respective role,” added Chairperson.

Chairperson of the Verkhovna Rada of Ukraine noted that the second session “will be marked with extremely important decisions.” Particularly, he named the beginning of constitutional process, - “the process of constitutional changes that will allow establish a qualitative and efficient system of governance in the country that will be based on efficient and qualitative local self-government.”

“We should reach understanding in the parliamentary session hall since no one will excuse us if we fail to realize a chance that we have today,” noted Volodymyr Groysman. “We should work weekly and show results. That is why we need qualitative and concerted efforts to be taken,” the Chairperson added.     

He said that during this week on Thursday, the Verkhovna Rada will consider an extremely important issue of lifting impunity of the people’s deputies and judges. “It should be finally voted for and referred to the Constitutional Court, so that we could begin and finalize the process of lifting unlimited impunity of deputies and judges. I have the very same impunity and deem it to be unnecessary. It is needless,” noted Volodymyr Groysman.

Among other top priority issues, Chairperson of the Parliament named the bills pertaining to the defense sector, corruption combating, and further decentralization of power.

Volodymyr Groysman informed that he has signed several decrees, including on openness and transparency of parliamentary work in the part of highlighting activity of committees and the people’s deputies. “This is or common standing, since the committees have to work publicly and shorthand notes should be published timely to ensure that there are no secrets from the citizens of Ukraine,” noted Volodymyr Groysman. “We have nothing to conceal – neither what assistants we have, nor how much we earn or spend. These are the questions that should be available to the society,” he said.  

Volodymyr Groysman informed also that he has signed the Decree on reduction of the Verkhovna Rada of Ukraine Secretariat.
