Participants of the round table discussion got acquainted with the main operational aspects of the system of the state procurement; discussed topical issues pertaining to application of the Law “On State Procurement”; and prospects of further refinement of state procurement with consideration of the necessity to implement EU standards in Ukraine.
Representative of the Ministry of Economic Development jointly with experts of the EU Project informed about the state of operation of the national system of state procurement and its compliance with the international standards. They spoke about the state and prospects of implementation of Section 9 (State Procurement) of the EU-Ukraine Free Trade Agreement in the part of refining the system of state procurement.
It was mentioned that the new version of the Law “On State Procurement” came into force on April 20, 2014.
Thereat, international experts focused attention on the fact that the EU-Ukraine Association Agreement stipulates gradual implementation of generally available information technologies and means of electronic communications on the basis of international standardization and development of electronic governance, including in the sphere of state procurement.
Participants of the event discussed also legislative initiatives on
refining state procurement that are under consideration in the Parliament. They
stressed the importance of referring the bill on amendments to the Law “On
State Procurement” (re refining the system of state procurement and e-procurement)
(Reg. No. 1551) to the Verkhovna Rada. The specializing Committee recommended adopting
the bill in the first reading. Upholding topicality of the abovementioned bill, some participants of the meeting stood for the necessity to adjust separate provisions of the bill in the course of its refinement for the second reading.
The concept of functioning of the system of electronic trading, elaborated by the participants of the Pilot project on reforming state procurement, was presented at the end of the round table discussion.
Summing up, Chairperson of the subcommittee on state economic policy and
regulation of state procurement of the Economic Policy Committee Aliona Koshelieva
said that proposals and remarks made in the course of discussion will be
generalized and elaborated during preparation of the respective bills. They will
be as well referred to the Ministry of Economic Development to be further used
when refining regulatory and legal framework in the sphere of state
procurement.
