The people’s deputies, representatives of Administration of the
President of Ukraine, Ministry of Internal Affairs, Ministry of Infrastructure
and leading experts in the field were involved in the working meeting of Ihor
Didenko with participants of coordination council of the National Road Safety
Forum on January 22. Michael Schrage, Strategic Traffic Police and Road Safety
Adviser of the EU Advisory Mission to Ukraine (EUAM), was a special guest at
the meeting. Participants of discussion considered draft amendments to the legislation elaborated by departments of the National Road Safety Forum and leading NGOs. They agreed unanimously that the main aim of refining legislation in the sphere of road safety is to significantly reduce the number of deceased and injured as a result of road traffic accidents. The following bills are suggested to be primarily considered by the Verkhovna Rada:
- a new version of the Law “On Road Traffic” that meets the present-day realia, the EU legislation and provides a clear division of powers and responsibility of state bodies in securing road safety;
- amendments to the laws and codes of Ukraine regarding responsibility of road traffic participants in case road traffic violations were automatically recorded;
- amendments to the legislation in the sphere of training and retraining of road traffic participants and health service support to road safety, etc.
Michael Schrage, Strategic Traffic Police and Road Safety Adviser of the
EU Advisory Mission to Ukraine (EUAM), stressed the acute need to give road
traffic safety in Ukraine
high priority both at a state level and in the society among different
categories of citizens, enterprises and organizations. He suggested using the
EU experience to solve the urgent problems.
At the end of the meeting, Chair of the subcommittee emphasized: “Human life is the highest value. That is why road safety should be a priority for the highest state bodies. Our primary task lies in establishing a working group on refining the prepared bills. I hope that the today’s meeting is merely the beginning of our fruitful cooperation in the future.”
