The Committee on Science and Education discussed the issue of consideration of Committee’s proposals on allocation of expenditures of the State Budget of Ukraine for 2015

During its meeting on January 14, the Committee discussed results of its work on the Law “On the State Budget of Ukraine for 2015”, the Law “On Amendments and Recognizing Several Legislative Acts of Ukraine as Invalid”, as well as on amendments to the Tax and Budget Codes of Ukraine.

Committee Chairperson Liliia Hrynevych noted that despite the condition of extremely complicated economic situation in the country and formation of the “budget of survival” for 2015, the Committee managed to stand up for the vitally important educational issues. The overall budget of the Ministry of Science and Education of Ukraine, as determined in the Law “On the State Budget of Ukraine for 2015, has increased by UAH 4,05 billion in comparison with the previous year, and amounts to UAH 16,242695 billion.   

Committee Chairperson informed that funding of the following educational programmes was increased as compared to the previous year:

- expenditures on scientific and technical research and maintenance of activity of the State Foundation for Basic Research shall amount to UAH 344 757,8 thousand, which is UAH 102,5 million more than the previous year;   

- the needs of Taras Shevchenko National University of Kyiv for carrying out research study were considered. The funding was increased by UAH 23403,7 thousand as compared to the planned;

- funding of the programme “Fulfilling commitments of Ukraine in the sphere of international scientific-technical cooperation” was increased by UAH 6 005,0 thousand, which is extremely important in the condition of Euro-integration.  

One of the top priority issues that the Committee stood for was preservation of legislative provisions concerning salaries, allowances and extra payments.   

Thereat, the Law on the State Budget of Ukraine for 2015 includes a provision allowing the Cabinet of Ministers of Ukraine to regulate all labour remuneration provisions during the year.

Though, the majority of Committee’s initiatives were upheld, the Committee had to make a compromise on several issues due to the reduced funding.

The issue of financing travel privileges for students and pupils still remains problematic.

In view of importance of curriculum offices in the system of education, the Committee strongly disagreed with the proposal to liquidate them.
