Changes to the Budget Code introduce significant elements for decentralization of budgetary resources. Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman stressed this during the briefing on Thursday.

“A new system introduces significant elements for decentralization of budgetary resources. This is a brave step to allow territorial communities, starting with villages and ending with cities, get enough financial resources for their development,” he claimed. 

Volodymyr Groysman stressed that the respective legislative act, that the Parliament will consider today, offers support for “small” territorial communities. “The issue of self-sufficiency of territorial communities is important today since it is hard for small territorial communities to develop, while big territorial communities receive qualitative opportunities for the budgets,” he explained. “Amendments are aimed to support small territorial communities: townships, villages and towns that will be financed through regional budgets,” he added. 

According to the Chairperson of the Parliament, the suggested amendments stipulate that regional budgets have to finance social sphere and management bodies in the amount of 100% of the basic level.

Volodymyr Groysman claimed that in this way stability of functioning of territorial communities will be secured this year.
