Volodymyr Groysman: The Verkhovna Rada shall adopt up till 200 laws ensuring systematic and quality reforms of the country

Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman will soon sign the decree on the plan for legislative work for 2015-2017.

Volodymyr Groysman claimed this on Monday, opening the Conciliatory Council meeting. The Chairperson of the Parliament said this decree will be signed according to the coalition agreement, Reform Program-2020, strategic "Country Revival Plan for 2015-2017", which he passed to the National Reform Council and which is now being elaborated by the Government, and the EU-Ukraine Association Agreement.

The Chairperson of the Verkhovna Rada stressed that this year is "a turning point for our country", a year of implementing the reforms, and the Parliament shall ensure a systematic approach to the legislation in order to increase its quality. "We are not a typography for printing laws", he claimed, explaining that soon "fifteen-twenty" spheres of life need to be reformed, in order to achieve this 150-200 laws should be adopted; they should regulate all issues according to different spheres "in a single package".  

"We shall ensure predictability, in order for people to know what legislative base exists this year, which one will be the next year, so that it is predictable and can ensure confidence of people in the future", said Volodymyr Groysman, stressing on the high responsibility of the Parliament, the President of Ukraine, and the Government.

In this context, the Chairperson of the Verkhovna Rada stressed that within the decentralization process, this week the Parliament shall consider the bills on decentralization in the sphere of architectural and construction control, on community association, and regional policy.

During the briefing after the Conciliatory Council meeting, Volodymyr Groysman stressed that it is not right to adopt hundreds and thousands of laws, since constant amendments ruin the "body" of the law and sometimes have corruption risks. He said that the Parliament shall be an integrator of all reforms in Ukraine and not "typography for legislation".
