The Committee on Industrial Policy and Entrepreneurship considered the draft law on the State Budget of Ukraine for 2015 and several other issues

The main topic of discussion was the draft law on the State Budget of Ukraine for 2015 (Reg. No. 1000).
It was mentioned that the draft law does not stipulate implementation of key provisions of the Coalition Agreement connected with the Committee's competence.
In order to correct considerable issues, the Committee provided several proposals to the Budget Code and the Tax Code on renewing real sector of national economy, ensuring development of small and medium businesses, attracting additional investments into the country's economy, overcoming poverty, creating highly productive workplaces, increasing export revenues, and systematic replenishing state and local budgets.
Moreover, in order to balance the expenditures and find additional reserves, the Committee recommends considering a possibility to ensure additional revenues to the State Budget of Ukraine when amending the draft Tax Code of Ukraine.
The Committee also considered two bills, submitted by the Government, within the package of draft law on the State Budget of Ukraine for 2015, particularly, the draft law "On amendments to the Law of Ukraine "On Investment Activity" (Reg. No. 1536) and the draft law "On amendments to several legislative acts of Ukraine re simplifying conditions for conducting business (deregulation)" (Reg. No. 1580).
Following the results of consideration, the Committee decided to refer them to the Cabinet of Ministers for refinement.
The Committee considered the draft law "On amendments to the Law of Ukraine "On specifics of state regulation of business activities related to sale and export of wood products" (re prohibition on export of oak products) (Reg. No. 1096) and the draft law "On amendments to the Law of Ukraine "On specifics of state regulation of business activities related to sale and export of wood products" (re moratorium on export of wood and timber products in raw condition) (Reg. No. 1362).
The Committee recommended adopting the draft law under Reg. No. 1362 as a basis following the results of its consideration in the first reading.
The draft law "On introducing new investment opportunities, guaranteeing rights and legal interests of businesses entities for conducting large-scale energy modernization (Reg. No. 1313) and the draft law "On amendments to the Budget Code of Ukraine (re introducing new investment opportunities, guaranteeing rights and legal interests of businesses entities for conducting large-scale energy modernization) (Reg. No. 1409) were also considered.
Apart from Committee members, representatives of the European Bank for Reconstruction and Development, USAID, Reanimation Package of Reforms, Association of Innovative Development of Ukraine, and others who upheld the abovementioned bills were also present at the meeting.
Chairperson of the Committee V.V.Halasiuk thanked the working group chaired by Volodymyr Groysman, European Bank for Reconstruction and Development, USAID, and Reanimation Package of Reforms for their significant contribution to and support of these bills.
Following the results of the consideration, the Committee adopted a decision to recommend that the Verkhovna Rada adopt as a basis the draft laws under Reg. No. 1313 and No. 1409.
