The Committee on National Security and Defence recommends that the Verkhovna Rada should adopt in the second reading and in entirety the draft law on amendments to the Law “On the National Security and Defense Council of Ukraine” re refining coordination and control in the sphere of national security and defense

Opening the meeting, Chairperson of the Committee Serhii Pashynskyi, noted that the bill (Reg. No. 1343), referred by the President of Ukraine as an urgent one, was adopted by the Verkhovna Rada in the first reading on December 23.  

Serhii Pashynskyi informed that the Committee on Judicial Policy and Justice concluded that the bill does not contradict the Constitution of Ukraine. He informed also that the Committee has received a legal expertise of V.M.Koretsky Institute of State and Law on compliance of the bill with the Constitution of Ukraine.  

Chairperson of the Committee noted that the people’s deputy S.Leshchenko made several remarks to the bill pertaining to the fulfillment of control and coordination function on the part of NSDC. According to him, these proposals are similar to those considered by the Committee during its meeting on December 18.

Serhii Pashynskyi suggested the Committee members not to include amendments of the people’s deputy S.Leshchenko to the text of comparative table and recommend the Verkhovna Rada adopt the bill in the version it was considered during the plenary meeting.

The people’s deputies upheld the proposal.
