During the meeting on December 24, Committee’s members considered the
bill (Reg. No. 1000) and granted a hearing to leaders of the law-enforcement agencies
in the part of funding for the next year. Prosecutor General Vitalii Yarema justified expenditures on the activity of the Prosecutor’s General Office. He reminded that UAH 2 billion 994 million were allocated to the Prosecutor’s General Office this year. The Prosecutor’s General Office proposes increase expenditures by UAH 1 billion. According to him, this increase is connected with enactment of a new Law “On the Prosecutor’s Office.”
Vitalii Yarema informed also that almost no procurement will be made during the next year, and no additional funding will be provided for construction, accommodation, or transport procurement. “In fact, these expenditures make up the wage fund only,” noted Vitalii Yarema.
Representatives of other departments and services also reported about needs for funding.
Committee members upheld their suggestions.
First Deputy Chairperson of the Committee Mykola Palamarchuk noted that the bill requires significant refinement.
Following the results of discussion, Committee took the decision to recommend the Committee on Budget consider proposals on increasing funding of separate law-enforcement agencies and take measures to exclude clauses 3 and 7 of Final Provisions form the text of the draft law, as contradicting to the provisions of the Constitution of Ukraine.
