Meetings of interns with Ukrainian political and public figures, as well as foreign experts have began within the framework of Internship Programme for 2015-2015 in the Verkhovna Rada of Ukraine and central bodies of executive power

The people’s deputy of the first convocation, Vice President of the Association of the people’s deputies of Ukraine and expert of the USAID Programme “RADA: responsibility, accountability and democratic parliamentary representation” Volodymyr Kryzhanivskyi acquainted the interns with the main provisions of the Law “On the Rules of Procedure of the Verkhovna Rada of Ukraine” during the lecture entitled “Structure and Authorities of the Verkhovna Rada of Ukraine. Legislative Process.”
Volodymyr Kryzhanivskyi drew attention of interns to the legal
fundamentals of the procedure of amending the laws and shared the international
working experience. Thus, participants of the Programme could consider the
procedure of adopting the law on amending the Constitution of Ukraine by the
example of 2004 and 2011. Volodymyr Kryzhanivskyi noted that the rule of law,
lawfulness and observance of common standards should primarily be preserved
during any work. In view of the fact that the procedure of passing of the bill on amendments to the Constitution of Ukraine significantly differs from the ordinary one, lots of questions, comments and specifications arose. Responding to them, the rapporteur shared his vision of the interparliamentary processes in Ukraine with the interns.
Interns got acquainted with leaders of structural subdivisions of the Verkhovna Rada of Ukraine Secretariat, as well as secretariats of parliamentary committees.
Apart from this, in the course of the meeting with interns, representatives of the USAID Programme “RADA: responsibility, accountability and democratic parliamentary representation” told about the system of implementing public control over the activity of government; attached attention to gender issues; and acquainted participants of the Programme with the guidelines for using web site of the Verkhovna Rada.
Among organizational issues, note should be made of electing the Council
of interns and presenting a new concept of its activity, as well as
establishing the editorial board. Information. Internship Programme in the Verkhovna Rada of Ukraine and central bodies of executive power was founded in 1995 by the United States Association of Former Members of Congress in conjunction with the Verkhovna Rada of Ukraine. Since 2000 the internship takes place within the Parliamentary Development Project II (Legislative Policy Development Program) with financial support from USAID.
1300 young specialists became the participants of the Program during 19 years. They undertook internship in the committees and departments of the Verkhovna Rada of Ukraine, as well as in the bodies of executive power. The Program for 2014-2015 includes 105 participants.
