Opening the meeting, Chairperson of the Committee Serhii Pashynskyi claimed the bill (Reg. No. 1343), submitted by the President of Ukraine as an urgent one, was adopted by the Verkhovna Rada in the first reading.
S.Pashynskyi informed that 40 amendments to the bill have been submitted which means that the bill aroused interest in society and deputy corps.
This bill suggests complying norms of current legislation of Ukraine in the sphere of national security and defence with the Constitution of Ukraine and improving legal support of activity of the National Security and Defence Council of Ukraine.
The bill stipulates increasing the competence of the National Security and Defence Council regarding such powers: adopting decisions on immediate measures on resolving anti-crisis situations that are of a threat to national security of Ukraine; coordination and control over activity of executive authorities in the sphere of corruption counteraction, ensuring public security, fighting against crime, etc.
MPs considered amendments to the bill. Majority of them referred to such functions of the National Security and Defence Council as coordination and control. The Committee suggests rejecting them, as they are similar.
The Committee members upheld several amendments and adopted the decision to recommend that the Verkhovna Rada adopt the bill in entirety as a law.
