The Verkhovna Rada of Ukraine has adopted in the first reading as a basis and in its entirety (incorporating the Committee's proposals) the draft Law of Ukraine on Amendments to Certain Laws of Ukraine Regarding the Grounds for the Stay in Ukraine of Servicemen from Among Foreigners and Stateless Persons (Reg. No.16094).
Currently, the statutory deadline for foreigners and stateless persons who have entered into a contract for military service in Ukraine to apply for a temporary residence permit expires on November 10, 2026. Considering that due to various objective reasons—primarily related to performing military service and carrying out tasks to protect the sovereignty and territorial integrity of Ukraine—not all individuals covered by this requirement were able to apply for a temporary residence permit in a timely manner, extending the established deadline is a necessary and urgent step. This measure aims to prevent legal uncertainty regarding their presence on the territory of Ukraine, the loss of legal grounds for such stay, and the associated adverse legal consequences. Such an extension will ensure the proper legal regulation of the status of individuals who are performing or have performed military service in Ukraine. This Law shall enter into force on the day following the day of its publication.
