A meeting of the Ukraine–NATO Interparliamentary Council (UNIC) took place in the Parliament. The event was co-chaired by First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Korniyenko and Chairman of the Foreign Affairs Committee of the Parliament of Estonia (Riigikogu) Marko Mihkelson.
"Every such visit to Kyiv amid constant russian attacks is not only an opportunity for substantive dialogue, but also a powerful demonstration of solidarity and unity from our allies. The focus remains on the security situation, the state of affairs on the battlefield, and Ukraine's practical experience in employing innovative weaponry and new technologies. Our advancements, developed and battle-tested in real combat conditions, are critically important for strengthening our common defense," emphasized Oleksandr Korniyenko.
The First Deputy Speaker also emphasized the importance of continuing reforms even amid a full-scale war. Strengthening state institutions is essential both for the efficiency of the defense sector and for Ukraine's further Euro-Atlantic integration.
The opening of the session featured addresses by Secretary of the National Security and Defense Council of Ukraine Ihor Klymenko and Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine Vsevolod Chentsov.
In particular, they focused on current defense challenges, the resilience of the domestic security sector, the priority needs of Ukrainian defenders, and the necessity of synchronizing defense reforms with Alliance standards while enhancing joint security cooperation.
UNIC Co-Chair Marko Mihkelson stressed that allies must move beyond statements about the need to do more toward concrete strategic decisions and actions. According to him, russia shows no intention of ending the war and continues to subvert the security status quo in Europe; therefore, what is at stake is not only the future of Ukraine, but the security of the entire Alliance and the Western community.
"We need greater clarity and precise strategic objectives. It is impossible for this russian war against Ukraine to be lost by Europe. russia must suffer a strategic defeat. Ending this barbarism depends on our collective resolve," emphasized Marko Mihkelson.
He also highlighted the necessity of stepping up support for Ukraine ahead of the winter, particularly regarding air defense capabilities. According to him, while Ukraine demonstrates resilience and determination in resisting russian aggression, it requires greater assistance from its partners. Marko Mihkelson called on partner parliaments to intensify discussions on further steps necessary for Ukraine’s victory.
Over three working sessions, participants focused on the reform agenda during wartime, defense procurement transparency, and civilian oversight. They also conducted a detailed analysis of the lessons of war, technological innovations on the battlefield, the adaptation of the Armed Forces of Ukraine, and its impact on NATO's operational readiness.
Special attention was devoted to the development of Ukraine’s defense-industrial base. Discussions centered on expanding joint projects and deepening cooperation between Ukrainian manufacturers and companies from NATO member states.
"UNIC serves as an effective platform for coordinating positions, engaging in substantive dialogue, and sharing experience. Here, we build a unified understanding of current challenges and a shared vision for future steps to ensure that the defense of Ukraine remains among the highest priorities. This concerns decisions that hold decisive significance not only for Ukraine, but for the future of all Europe," noted Oleksandr Korniyenko.
The discussions were attended by representatives of the Government of Ukraine, the National Security and Defense Council of Ukraine, the General Staff of the Armed Forces of Ukraine, the Defence Intelligence of Ukraine, defense sector enterprises, and the NATO Representation to Ukraine.
