On 8 January 2026, a regular meeting of the Working Group on the preparation of comprehensive legislative proposals on the specifics of organising and conducting elections and referendums in special or post-war periods was held. The meeting was broadcast online.
The event was chaired by Oleksandr Korniienko, First Deputy Chairman of the Verkhovna Rada of Ukraine. Representatives of parliamentary factions and groups, the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, military structures, the Central Election Commission, public organisations and the Supreme Court took part in the group's work.
During the meeting, participants discussed the constitutional and legal limits of organising and conducting elections and referendums in Ukraine during a special period. The tasks of the Working Group were defined, including analysing issues related to the possibility of preparing and conducting elections during a special or post-war period, analysing the readiness of the electoral infrastructure, and determining criteria for assessing the security situation with regard to the possibility of conducting elections in certain territories of Ukraine.
In addition, the Working Group's tasks include developing legal mechanisms to counteract possible illegal interference in the electoral process and preparing legislative proposals for conducting elections in special or post-war periods.
Within the Working Group, areas of activity have been identified that will be led by its members. In particular, a subgroup on election administration has been created to analyse the readiness of the electoral infrastructure and the functioning of the State Register of Voters.
Separate subgroups have been formed to develop solutions for ensuring the electoral rights of military personnel, addressing issues related to internally displaced persons, temporarily occupied and frontline territories, as well as the participation of Ukrainian citizens abroad in elections.
In addition, subgroups have been formed to develop security criteria, provide information support for the electoral process, and address issues related to Ukraine's international obligations in the field of elections.
The Working Group's operating principles remain as open and transparent as possible.
