The event was chaired by the President of Ukraine Volodymyr Zelenskyi and attended by the Prime Minister of Ukraine Denys Shmyhal, members of the Government and heads of regional and military administrations, heads of various agencies, representatives of local self-government bodies and communities.

The agenda of the meeting included issues of the security situation and security threats, as well as organising the overcoming of the consequences of the destruction of civilian infrastructure.

Volodymyr Zelenskyi emphasised that the energy sector should be the focus of attention now. The state is working to strengthen air defence and obtain the necessary power equipment, but each community must have a clear understanding of its needs.

“We have to prepare for the next heating season at all levels: hromadas, government officials and our energy companies,” the President stressed.

The Head of State called for maximum attention in each community to the warriors undergoing treatment and rehabilitation, support for their families, as well as promotion of all defence industries and employment.

In his address to the Congress participants, the Chairman of the Verkhovna Rada of Ukraine first of all thanked all those who are resisting the russian invasion and defending Ukraine's sovereignty, independence and security every day.

In particular, he informed the audience that yesterday the Parliament had completed consideration and adoption of the Law on Improving the Procedure for Military Service and Mobilisation, which had been prepared by the Government together with the military and had been under consideration by the relevant Committee for more than two months. Ruslan Stefanchuk expressed his deep hope that the Parliament “managed to find solutions to the most painful problems”.

In addition, he noted that yesterday's meeting had adopted as a basis the government's draft law on the reboot of the Bureau of Economic Security of Ukraine. Therefore, Ruslan Stefanchuk called on all stakeholders to contribute to its revision for the second reading, including during the Congress.

One of the key issues of the meeting was the support of domestic producers. In this regard, the Chairman of the Parliament of Ukraine in his speech emphasised and thanked the President of Ukraine for his initiative to launch a new economic strategy “Made in Ukraine”, which already has the first governmental developments for its implementation.

Ruslan Stefanchuk also touched upon the topic of medical rehabilitation for military personnel. He reminded that in early May, the recently adopted Law on Ensuring the Rights of Servicemen and Police Officers to Social Protection will come into force. The document, in particular, provides for the improvement of the mechanism for granting sick leave, leave for treatment after injury with the preservation of financial and material support, and sending servicemen for treatment abroad.

Summing up, the Chairman of the Verkhovna Rada of Ukraine noted that the Parliament constantly pays attention to the urgent needs of the Security and Defence Forces of Ukraine.

“I would very much like representatives of local and regional authorities to continue to do everything in their power to ensure a speedy victory in the fight against the russian aggressor. After all, we can only win together. And our victory will be only joint,” Ruslan Stefanchuk said in conclusion.
