On Tuesday, 21 November, the Verkhovna Rada of Ukraine adopted a number of important decisions, in particular:
- adopted a Resolution on the Statement of the Verkhovna Rada of Ukraine on the tenth anniversary of the beginning of Euromaidan and the events of the Revolution of Dignity;
- appointed V. Koval to the position of the Head of the State Property Fund of Ukraine.
AS BASIS:
No. 10203-1 – proposed to amend the Law of Ukraine “On the National Anti-Corruption Bureau of Ukraine” and strengthen the institutional capacity of the NABU. The law provides for, inter alia, an increase in the number of staff of the body and a phased competition to fill vacant positions.
No. 10262 – proposed amendments to the Law of Ukraine “On Prevention of Corruption” to bring certain provisions in line with the conclusions of the European Commission on Ukraine. The document proposes to cancel the restrictions on the NACP to verify the assets of civil servants who have already been verified and to verify the property acquired by declarants before their appointment to a civil service position.
No. 10060 – proposed amendments to the Criminal Procedure Code of Ukraine and other legislative acts of Ukraine to strengthen the independence of the Specialised Anti-Corruption Prosecutor’s Office. The act is intended to strengthen the autonomous status of the SAP, which becomes independent of the Prosecutor General’s Office. The document also provides for improvement of the procedure for selecting prosecutors and appointing them to administrative positions in the SAP.
No. 10140-d – proposed amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” and certain legislative acts of Ukraine to improve the procedures for judicial career.
IN GENERAL:
No. 9656-d – amended subsection 4 of Section XX “Transitional Provisions” of the Tax Code of Ukraine regarding peculiarities of taxation of banks. The document provides for a temporary doubling of the corporate profit tax rate to 50% in 2023 and 25% starting in 2024. This should provide additional budget revenues.
No. 9591 – amended certain laws of Ukraine regarding the recognition of educational results of persons residing in the temporarily occupied territory of Ukraine.
