The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, commented to Interfax-Ukraine IA on the procedure for adopting the bill "On the establishment of legal and social guarantees for citizens of the Republic of Poland residing on the territory of Ukraine," submitted by the President of Ukraine to the Parliament on July 11.

He noted that the draft law would be submitted for consideration to the Verkhovna Rada of Ukraine immediately after the end of all procedural terms.

 "According to the procedure, 14 days must pass from the moment of registration of the draft law for the introduction of alternative draft laws and their consideration in the committees. I hope that in this case, there will hardly be any alternatives because the President of Ukraine introduced this draft law; it was defined as urgent and, therefore, it will be considered a priority," said Ruslan Stefanchuk.

He reminded that after the speech of the President of Poland Andrzej Duda at the plenary session of the Verkhovna Rada of Ukraine on May 22, the Head of the Ukrainian State Volodymyr Zelenskyi promised to submit to the Parliament a draft law on the special status of citizens of the Republic of Poland on the territory of Ukraine, which proposes to introduce practically the same features of legal status for citizens of Poland, which are currently granted to Ukrainians on the territory of Poland.

 "In particular, we are talking about the opportunity to stay in Ukraine for 18 months from the date of entry into force of this law, which is adequate to what Ukrainians in Poland have. Secondly, this is the issue of employment without any permits and the possibility of conducting economic activity on the same legal grounds as citizens of Ukraine. Next are the features of social protection: assistance in the event of loss of working capacity, loss of a breadwinner, unemployment, and the issue of social benefits after meeting the requirements provided for by law, and submitting a declaration of property status and income. It is also a matter of getting an education: it means that Polish citizens will have the same rights as Ukrainians, in particular at the expense of state and local budget funds, long-term preferential credit," Ruslan Stefanchuk explained the positions of the document and emphasized that it also provides for  Polish citizens have a simplified mechanism for obtaining a temporary residence permit in Ukraine upon submission of a minimum package of documents.

 "For scientific and scientific-pedagogical workers, the possibility of employment under the same conditions and professional development is provided.  Medical workers will also be able to receive a special period – up to 18 months – for the opportunity to stay and receive all qualification support on the territory of Ukraine," added the Chairman of the Verkhovna Rada of Ukraine.
