Chairperson of the Verkhovna Rada of Ukraine Ruslan Stefanchuk discussed the next steps in the reform of local self-government and territorial organization of power together with the Head of the Department for Democracy and Governance of the Council of Europe Daniel Popescu. Oleksandr Kornienko, First Deputy Speaker of the Verkhovna Rada of Ukraine, also joined the discussion.
The parties talked about the need to enshrine the achieved qualitative changes in the functioning of the system of local self-government in the Constitution of Ukraine.
"We have been talking about decentralization for a long time. We are now at the finish line. The Parliament has already passed many important laws for community development. Currently, we are trying to form a final vision and reach the final text of the draft amendments to the Constitution of Ukraine in terms of decentralization," said Ruslan Stefanchuk.
According to him, agreements were reached on almost all issues, but there are a few nuances. Long consultations with local self-government associations are nearing completion and the issue of completing the legal refinement of the text arises.
"I hope that by the Day of Local Self-Government (December 7) we will be able to discuss the final version of the amendments to the Constitution of Ukraine in terms of decentralization, to submit it to the Parliament of Ukraine in the near future," said Ruslan Stefanchuk.
For his part, Daniel Popescu assured that the Council of Europe will continue to support the decentralization process in Ukraine.
