On Friday, 23 February, the Verkhovna Rada of Ukraine adopted a number of important decisions.
In general:
No. 11035 – regulated the possibility of discharging servicemen who have completed the prescribed period of military service to the reserve during martial law in Ukraine. Servicemen who have completed the prescribed terms of military service in 2024 will be retired.
No. 9662 – amended the Tax Code of Ukraine to improve online communication with taxpayers and clarify certain provisions of the law. The document, in particular, provides taxpayers with the right to have their objections and complaints and other applications considered by means of remote communication.
No. 10202 – amended certain laws of Ukraine regarding the powers of executive bodies of village, town and city councils in the field of construction. The document empowers local state, civil-military and military administrations to act as customers for the construction and repair of residential buildings, social and industrial infrastructure.
No. 8219 – amended the Criminal Procedure Code of Ukraine to ensure the phased implementation of the Unified Judicial Information and Telecommunication System.
No. 10337 – the Law on Fair Lobbying was adopted. The document provides for the creation of a transparent market for lobbying services in line with international practices and standards. In particular, it is proposed to define lobbying terminology, rights and obligations of lobbying entities, methods of influence, rules of ethical behaviour of lobbying entities, etc.

No. 10373 – proposed amendments to the Code of Ukraine on Administrative Offences regarding violation of legislation in the field of lobbying. The document establishes administrative liability in the form of a fine, in particular, for lobbying without registration and for violation of lobbying legislation.
No. 10094 – proposed amendments to the Law on Amendments to Certain Legislative Acts of Ukraine on Strengthening the Capacity of Supervisory Boards of Healthcare Institutions and Extension of the Simplified Period for Reorganisation into State Non-Profit Enterprises.
