On Saturday, 9 December, the Verkhovna Rada of Ukraine adopted a number of decisions, including

No. 10315 – appealed to the Member States of the European Union and the EU institutions to support the opening of negotiations on Ukraine's accession to the EU.

IN PARTICULAR:

No. 10140-d – amended the Law of Ukraine "On the Judiciary and the Status of Judges" and certain legislative acts of Ukraine to improve the procedures for judicial career. The document, in particular, changes the selection procedure and qualification assessment of judges.

No. 5420 – amended the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine to criminalise smuggling of goods and excisable goods, as well as false declaration of goods.

No. 9226 – amended certain legislative acts of Ukraine to improve the legal regulation of legal relations related to the appointment, receipt of one-time financial assistance and provision of benefits to certain categories of persons. The document entitles servicemen and members of other services and local self-government bodies to make a personal order (will) regarding the payment of a one-time financial assistance in the event of death.

No. 10023 – amended Section XV "Final Provisions" of the Law of Ukraine "On the National Bank of Ukraine". The document stipulates that for the period of martial law, the NBU is entitled to transfer to the Ministry of Defence of Ukraine the property acquired by the NBU as a means of repayment of debt on loans granted to banks to maintain liquidity.

AS THE BASIS:

No. 10208 – proposed amendments to certain laws of Ukraine to improve legal regulation of issues related to the prohibition of alienation of real estate acquired (in particular, invested/financed) using a housing certificate for the purchase of residential real estate. The law stipulates that recipients of compensation for damaged/destroyed real estate as a result of russian aggression may cover the difference between the actual cost of the housing they purchase and the cost specified in the housing certificate by using credit funds.

No. 10195 – proposed amendments to the Code of Administrative Offences and other laws to establish administrative liability for violation of the requirements or failure to comply with certain measures of the martial law regime. The law establishes administrative liability for violation of the curfew by citizens.
