Drawing the attention of the international community to the atrocities committed by the Russian military in the temporarily occupied  Kyiv Region's  cities - Bucha, Irpin, Hostomel and others - in particular, tortured and killed civilians, including women and children left under the open sky on city streets or buried in mass graves; hundreds of civilians who were shot in their cars while attempting to evacuate from the dangerous territory , looted houses, deliberatelytargeted by the occupiers using machine guns and tanks or destroyed by aircraft bombs and missiles, as well as to deliberate destruction of civilian infrastructure;

Noting that such actions by Russian-Nazi officers and soldiers were supported and directed by the military-political Russian Federation leadership;

Emphasizing that such inhuman cruelty to the civilian population was not seen even during the occupation in  World War II;

Highlighting that the bombing of residential neighborhoods and mass shooting of civilian Ukrainian population should enttail not only proper political response of the world but also a specific international law responsibility for ideologuesand perpetrators of these crimes;

Drawing attention to the fact that mass crimes against humanity committed by the Russian army, particularly in the Kyiv region, have testified that Russia's war against Ukraine aims to destroy Ukrainian statehood and the very existence of Ukrainians as a nation;

Noting that by its criminal actions against Ukraine, Russia has destroyed a global security system based on respect for the fundamental norms and principles of international law;

Emphasizing that, contrary to the UN Charter, Russia has usurped the place of the USSR in the United Nations Security Council and is still consistently and cynically blocking the activities of this institution;

Accentuating that presence of Russia at the UN does not meet the membership  criteria
in this organization, because this state is a terrorist one, as evidenced by its
numerous international crimes, is not a peaceful state, and does not fulfil
commitments under the UN Charter, blatantly violating fundamental international law  principles;

Emphasizing that the continued presence of the Russian Federation in the UN
poses a serious threat to world peace and security,
The Verkhovna Rada of Ukraine calls on the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the Parliamentary Assembly of the OSCE, the NATO Parliamentary Assembly, Parliamentary Assembly of the Organization of the Black Sea Economic Cooperation, governments and parliaments of foreign countries to:

1) strongly condemn Russia's armed aggression against Ukraine, which has been going on since 2014, and on February 24, 2022, grew into a large-scale invasion of Ukrainian territory, accompanied by numerous war crimes, crimes against humanity, the genocide of the Ukrainian nation, violations of international humanitarian law;

2) bring to justice the criminal state of Russia, its military-political leadership, and all those involved in its crimes;

3) organize as soon as possible the arrival of the International Criminal Court and international organizations to Bucha, Irpin, Hostomel, and other cities and settlements of the Kyiv Region (Ukraine) to gather evidence  about  of the war crimes and crimes against humanity committed by the Russian occupiers, which can be used in international and foreign courts for bringing to justice those who committed these atrocities;

4) start the work of the Independent International Commission of Inquiry established by the resolution of the UN Human Rights Council on March 4, 2022, as soon as possible;

5) urgently impose new destructive sanctions against Russia, including a total embargo on Russian oil, gas, coal; close all ports for Russian ships and goods; disconnect all Russian banks from SWIFT;

6)  promote the urgent provision of Ukraine with the necessary modern defensive and offensive weapons for the rapid liberation of the national territoryfrom Russian-Nazi invaders and for the protection Europe's security from the Russian threat;

7) join in the efforts of Ukraine to exclude Russia from all international and regional organizations due to its large-scale armed aggression against Ukraine;

8) not recognize the Russian Federation as a member of the UN due to its inconsistency with the criteria for UN membership set out in the Charter of the Organization and an illegal usurpation of the seat of a permanent member of the UN Security Council;

9) use all opportunities to exert pressure on the Russian Federation and its military-political leadership to the cessation of armed aggression as soon as possible, withdrawal of armed formations of the aggressor state outside the internationally recognized borders of Ukraine, restoration of the territorial integrity of Ukraine, and sign a peace agreement;

10) immediately begin consultations for substantive discussion on providing the Ukrainian state with reliable international security guarantees to prevent further Russian aggression against Ukraine and other countries of the world.
