The
hasty adoption of the Law of Ukraine “On the Prevention of Threats to National
Security Related to the Excessive Influence of Persons who have Significant
Economic or Political Weight in Public Life (Oligarchs)” (Reg. No. 5599) has led to inconsistencies in the document. This
was stated by Chairperson of The Verkhovna Rada
of Ukraine Dmytro Razumkov.
The Speaker of the Parliament welcomed the adoption of
the Law with the amendment of its authorship, which was signed by almost 40
people's deputies and which stipulates that the National Agency for the
Prevention of Corruption should determine the list of oligarchs.
However, the Speaker of the Verkhovna Rada does not
consider the accelerated consideration of the Law on Oligarchs, which was
followed by the Parliament, to be a normal approach.
According
to Dmytro Razumkov, the initiators of such a review process misled people's
deputies, but did not vote for it themselves, as they understand the
responsibility for such actions.
At the
same time, Dmytro Razumkov, who is currently in self-isolation due to a positive
test of COVID-19, stressed that he would not support such a
procedure if he was in the session hall at that time.
According
to the Speaker of the Parliament, such a
procedure has led to a conflict in some provisions of the Law on Oligarchs.
Dmytro Razumkov also added that the discussions that arose as a result of the
adoption of the Law do not benefit either society or de-oligarchization.
