The Advisory Council on Local Self-Government under the Verkhovna Rada of Ukraine, scheduled to meet on May 11, should formulate proposals to help strengthen the financial base of local self-government. This was stated by Chairperson of the Verkhovna Rada Dmytro Razumkov during his speech at the session of the Volyn Regional Council.

"The Advisory Council on Local Self-Government has resumed its work at the Verkhovna Rada. The next meeting of the above-mentioned council will take place on May 11," the Speaker of the Parliament said.

He expressed hope that proposals would be discussed and developed that would help strengthen the financial capacity of local governments and provide them with additional financial instruments, in particular to combat the coronavirus.

The Speaker noted that the coronavirus pandemic affected not only human health but also the world economy. "I see such consequences in many regions that I have to visit, including Volyn. We see a decline in industrial production, in the agro-industrial complex, a decrease in the production of construction goods," added Dmytro Razumkov.

"Today, only by focusing on the entrepreneur, on Ukrainian industry, we will be able to restore and launch the flywheel that will help the economy get out of the difficult crisis situation and start growing," he said.

The Chairperson of the Verkhovna Rada stressed that effective cooperation and partnership between public authorities at various levels is important in such work.

“Today, in the conditions of decentralization, local self-government has been transferred not only many powers, but also responsibilities. And only by working together - central and local authorities - we can succeed," he said.

"Because without the help of Kyiv - the Verkhovna Rada, the Government, the President - it will be difficult for you to implement and fulfill the promises you made to the voters. And it will be impossible for us to achieve success without help at the level of oblast (region), rayon (district), united territorial communities," Dmytro Razumkov said, addressing the deputies of the Volyn Regional Council.
