To combat non-personal voting, more video surveillance cameras will appear in the Parliament's plenary hall, and a bill will be drafted to increase accountability for ‘button-pressing.’ This was stated by Chairperson of The Verkhovna Rada of Ukraine Dmytro Razumkov.
He noted that, at the initiative of the parliamentary factions and groups, he was convening a meeting on the possible fact of non-personal voting at the plenary session of the Verkhovna Rada on December 17. “We came up with a common position, which is as follows: put additional cameras in the plenary hall; reduce the possibility of places where deputies can vote impersonally,” said the Chairperson of the Verkhovna Rada.
In addition, the Committee on Rules of Procedure, Parliamentary Ethics and Administration of Verkhovna Rada’s Work together with the Verkhovna Rada`s Secretariat is drafting a bill that will strengthen the responsibility for impersonal voting.
“On the one hand - criminal liability, on the other - financial. As practice shows, deputies are also worried about their salaries,” added Dmytro Razumkov.
According to him, previously impersonal voting was a constant practice in the Parliament, in the Verkhovna Rada of the IX convocation - this is an exception.
“But if an exception appears, it must be fought so that it does not become a practice,” said the Chairperson of the Parliament.
He also noted that there is an ‘easy way’ to finally overcome the ‘button-pressing’ – to install a voting system that will work on the basis of biometric data of MPs, as an example, by fingerprint. Thus Dmytro Razumkov emphasized that such a system is expensive, and to put it on in the conditions of COVID-19 it is inappropriate.
