Ruslan Stefanchuk stressed the multiplicity of functions performed by the Parliament of Ukraine and told under what conditions their effective implementation will be ensured.
“Reform of the Parliament is impossible without strengthening the institutional capacity of the Verkhovna Rada of Ukraine Secretariat, which ensures its viability,” noted the First Vice-Speaker of the Parliament of Ukraine and reminded that the tasks of improving the activities of the Secretariat are provided in the ‘Roadmap on Internal Reform and Capacity-Building for the Verkhovna Rada Of Ukraine.’
According to him, one of the key ways to strengthen the capacity of the Verkhovna Rada of Ukraine is to implement the Strategy of E-Parliamentarism. To improve its organizational structure, it is important to introduce new personnel management practices: launch a training center at the Parliament of Ukraine, develop a training policy, implement world experience in personnel management, Code of Ethics for staff and MPs of Ukraine, consideration of gender aspects in the work of employees and more.
According to Ruslan Stefanchuk, personnel policy in the Verkhovna Rada of Ukraine should have such essential features as: systematization, scientific validity and realistic consideration of personnel needs; unity and multilevel coverage of all human resources; prospects; democracy in terms of goals, social base and mechanisms for solving personnel problems; morality and legislative security.
Finally, the First Deputy Chairperson of The Verkhovna Rada of Ukraine noted that the development and implementation of scientifically sound personnel policy is an urgent need, the most important prerequisite for successful implementation of the innovative development strategy of the Parliament of Ukraine aimed at ensuring high rates of its work.
