THE SECOND PLENARY WEEK OF THE NINTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION FINISHED ON FRIDAY, SEPTEMBER 23.
In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meeting on September 22.
The Chairman of the Verkhovna Rada stated that the Government members were ignoring Friday´s sitting of the Parliament and the Government Question Hour, the plenary meeting that day only conformed such behavior of the Cabinet of Ministers.
V. Lytvyn declared, "As the Verkhovna Rada informed the Cabinet of Ministers about its working schedule in advance, there is no need to hold the Government Question Hour today."
The Chairman suggested excluding all governmental bills from the next week´s agenda until the Cabinet of Ministers and the Verkhovna Rada start to cooperate. "It is not a challenge but a need to observe the Law. Let us demonstrate that we observe the Law", he announced.
The Chairman read out deputies´ inquiries.
The People´s Deputies scrutinized amendments to the bill "On Identification Documents and Documents certifying Citizenship of Ukraine" and adopted it in entirety.
Serhii Teriokhin, First Deputy Chairman of the Committee on Finance, Banking, Taxation and Customs Policy, presented the bill on bank administration funds.
S. Teriokhin announced the Committee´s decision to recommend the Verkhovna Rada to adopt the bill as a basis.
The People´s Deputies upheld the bill and adopted it in the first reading by 326 votes.
BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense Factions insisted that a break be announced.
Dmytro Shlemko, member of BYuT-Batkivshchyna faction, informed that faction demanded that the legal proceedings against all opposition representatives be terminated. "Designed criminal case and total destruction of judicial branch of power shall be terminated. Final court session shall be made public with live broadcasting", D. Shlemko stated.
The Verkhovna Rada rejected the bill on amendments to the Law "On Association of Co-Owners of Multi-Storey Building" regarding priority right to indefinite lease of land plots.
The bill on amendments to several Laws of Ukraine regarding ban on inspections on mass media companies in pre-election period was presented by People´s Deputy of Ukraine Iryna Herashchenko.
The Verkhovna Rada rejected the bill.
The bill on amendments to the Law "On Higher Education" (re conferring the status ‘national´ on educational establishments and procedure of appointing rectors) was withdrawn at the request of the author.
The bill on amendments to clause 16 of the Code of Economic Procedure of Ukraine (re establishment of jurisdiction) was recommitted.
The bill on mediation was presented by Oleh Tyshchenko, People´s Deputy of Ukraine.
The People´s Deputies upheld its adoption, although the bill failed to receive the required number of votes to be adopted.
The parliamentarians rejected the bills on amendments to clause 96 of the Code of Civil Procedure of Ukraine (re requirements for the decree), on amendments to the Law "On State Registration of Legal Entities and Sole Proprietors" (re cancellation of charge for providing information from the single state register and on amendments to several laws of Ukraine regarding cancellation of license duplicate issuing).
In the end of the plenary meeting, the People´s Deputies read out their inquiries, motions and announcements.
The Chairman adjourned the plenary meeting.
On September 12-16, the People´s Deputies will work with voters.
The next plenary meeting will be held on Tuesday, October 4.
