PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE WERE HELD ON WEDNESDAY, SEPTEMBER 21

 

In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada at the plenary meetings on September 20.

 

The People´s Deputies presented their appeals and proposals, and started to scrutinize the agenda items.

 

Deputy Minister of Foreign Affairs Viktor Maiko presented the bill "On Ratification of the Protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, and Ukraine on a Framework Agreement between the European Union and Ukraine on the General Principles for the Participation of Ukraine in Union Programmes." The bill was ratified by 324 votes.

 

BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense factions demanded that a recess be announced or floor be given to them.  

 

Roman Zabzaliuk, representative of BYuT-Batkivshchyna faction, reminded of the protests action organized by the Afghan war veterans and Chornobyl disaster victims near the Verkhovna Rada against liquidation of benefits.

 

The People´s Deputy declared that Batkivshchyna party and BYuT-Batkivshchyna faction support those who expressed their disagreement with the policy of the authorities who liquidate social-economic rights of the citizens. Jointly with the Committee of Opposition to Dictatorship, Batkivshchyna party supports and initiates further peaceful protest actions to protect constitutional rights and prevent adoption of anti-popular decisions.   

 

Yurii Hrymchak, representative of Our Ukraine-People´s Self-Defense faction, drew attention to the legal proceedings against ex-minister of Internal Affairs Yu.Lutsenko.

 

The faction demanded that Yu.Lutsenko be immediately released from detention, and political repressions against the leaders of opposition be stopped.  

 

People´s Deputy Vasyl Kravchuk presented the bill on amendments to the Law "On the State Budget of Ukraine for 2011" (re strengthening of State Support of Agriculture in 2011).

 

The bill was rejected.

 

Chairman of the Sub-Committee of the Committee on Legislative Support of Law Enforcement Volodymyr Moisyk presented the bill on amendments to several legislative acts of Ukraine regarding strengthening of responsibility for violation of laws on political parties.   

 

The bill was rejected.

 

People´s Deputy Anatolii Hrytsenko presented the bill on amendments to several legislative acts of Ukraine regarding bribery counteraction. He informed that the bill introduced severe criminal responsibility for bribery life-long imprisonment with the confiscation of property and without the right of amnesty.

 

The bill was rejected.

 

Chairman of the Sub-Committee on Legislative Support of Law Enforcement Yurii Prokopchuk presented the bill on amendments to several legislative acts of Ukraine regarding legal consequences of violating the rights and freedoms of citizens fixed by the Constitution of Ukraine on the part of judges, prosecutors and investigators.

 

The bill was rejected.

 

People´s Deputy Roman Zabzaliuk presented the bill on amendments to several Laws of Ukraine (regarding improvement of social security of military officers and their families).

 

The bill was rejected.

 

At the request of the author, the bill on amendments to clause 17 of the Law "On Lease of State-Owned and Municipal Property" (regarding suspension of lease agreement terms to minimize influence of financial crisis on small and medium-sized businesses) was withdrawn.

 

People´s Deputy Andrii Senchenko introduced the Law "On Social Security of the Children of War" regarding provision of social guarantees.

 

Another bill on amendments to the Law "On Social Security of the Children of War" (regarding pension support payment) was presented by People´s Deputy Yaroslav Sukhyi.

 

The bill of A. Senchenko was rejected and the bill of A. Sukhyi was recommitted.

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the plenary meeting.

 

At 15.00 the parliamentary hearings "Family Institute in Ukraine: State, Problems and Ways of their Solution" were launched in the session hall.

 

The next plenary meeting will be held on Thursday, September 22.
