Plenary meetings of the Verkhovna Rada of Ukraine of the sixth convocation were held on Tuesday, September 20.

 

Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn informed about the results of work of the Verkhovna Rada at the plenary meetings on September 6-9.

 

The Chairman announced that an inter-faction deputy union "For Traffic Safety" including 12 People´s Deputies was set up at the parliament. People´s Deputy Viktor Shvets heads the union.  

 

Representatives of deputy factions presented their appeals.

 

The People´s Deputies corrected deficiencies in the text of the Law "On Amendments to several Laws of Ukraine regarding Prevention of Drugs Adulteration" adopted on 08.09.2011.

 

The parliament members adopted the Law "On Human Trafficking Counteraction" by 290 votes.

 

Hryhorii Pedchenko, Chief of the General Staff of the Armed Forces - Chief of Defense, presented the bill "On the Strength of the Armed Forces of Ukraine for 2012."

 

The bill was adopted in entirety by 256 votes.

 

First Deputy Minister of Foreign Affairs Ruslan Demchenko presented the bill on Amendments to several Laws of Ukraine (re Foreign Ukrainians). The bill reads that a foreign Ukrainian legally staying in Ukraine has the same rights, liberties, and obligations as a citizen of Ukraine, unless otherwise specified by the Constitution, the laws of Ukraine or legally binding international agreements. 

 

The bill was adopted as a basis by 285 votes.

 

The People´s Deputies recommitted the bill on amendments to several laws of Ukraine regarding procedure of formation of tariffs for public utility services.  

 

The Verkhovna Rada recommitted the bill by 235 votes.

 

The Verkhovna Rada of Ukraine adopted the bill "On Amendments to several Laws of Ukraine regarding Protection of Domestic Producers in Response to Discriminatory and/or Unfriendly Actions of Foreign States, Customs Unions or Economic Associations."

 

The People´s Deputies rejected the bill on amendments to clause 229 of the Code of Ukraine on Administrative Infringements (re Responsibility for Fare Evasion in Public Transport).

 

Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn responded to the claims of the People´s Deputies that he permitted violations during adoption of the bill on liquidation of benefits. He informed about the practice of adoption and implementation of social laws.   V.Lytvyn stated that all People´s Deputies who have voted since 2000 are implicated in such gross violations.

 

The parliament members adopted the following bills in the first reading: on Peculiarities of Nuclear Fuel Purchase; on Amendments to several Legislative Acts of Ukraine regarding Arrest of Sea-Going Ships; on Amendments to the Law "On Local Self-Government in Ukraine" (re Strengthening of Legal Regulation); on Amendments to Several Legislative Acts due to the Optimization of Functions of the Central Executive Body in charge of Ecology and Natural Resources (re Provision of Licensing Documents); on Amendments to several Laws of Ukraine regarding State Registration of the Corporeal Rights to Property and their Encumbrance.

 

The Verkhovna Rada adopted the Law "On Amendments to the Law "On Telecommunications" (regarding Provision of Services of the State Customs Service of Ukraine).

 

The following bills were recommitted: on amendments to the Law "On Peculiarities of Granting Lease or Concession of Objects of Communal Property Central Water Supply, Heat Supply and Water Discharge Outlet" (regarding improvement of order of concession and lease granting); on amendments to the Law "On Public Utility Services" (regarding improvement of housing fund management system and solution of issues in the sphere of service provision).

 

At the request of the author, the bill on auction was withdrawn.

 

The draft resolution "On changing the Calculation of Time in the Territory of Ukraine" was presented by Oleh Nadosha, People´s Deputy of Ukraine.

 

In the result of the voting, the draft resolution was adopted as a basis and in entirety.

 

The Chairman adjourned the morning sitting.

 

In the beginning of the afternoon sitting, the People´s Deputies scrutinized the bill "On Amendments to Item 22, Subchapter 2, Chapter XX of the Tax Code of Ukraine" (regarding Extension of Zero Tax Rate on Natural Gas) (Reg. No. 9162).

 

The Verkhovna Rada adopted the bill as a basis and in entirety by 272 votes.

 

The bill on amendments to clauses 255, 265-2, 321-1, 322 of the Code of Ukraine on Administrative Infringements regarding enhancement of particular provisions was presented by Vasyl Chudnov, People´s Deputy of Ukraine.

 

The bill was adopted in the first reading by 234 votes.

 

The People´s Deputies scrutinized the bills on amendments to several legislative acts of Ukraine (regarding fire security) and on amendments to the Code of Criminal proceedings of Ukraine (regarding terms of detention at the stage of trial case).

 

Both bills were rejected.

 

Scrutiny of the bill on amendments to several Laws of Ukraine regarding energy and natural gas accounting was postponed at the request of the author.

 

The bill on amendments to the Law "On Citizenship of Ukraine" (regarding protection of rights of citizens of Ukraine abroad) was rejected.

 

The bill on amendments to several legislative acts regarding expert support of justice in the criminal cases was presented by Valerii Bondyk, People´s Deputy of Ukraine.

 

People´s Deputies upheld the bill in the first reading by 306 votes.

 

The bill on amendments to the Law "On Television and Radio Broadcasting" (re sign-interpretation in state-owned television companies) was presented by Viktor Ukolov, People´s Deputy of Ukraine.

 

The parliament members adopted the bill as a basis by 311 votes.

 

The Verkhovna Rada adopted the bill on amendments to the clause 123 of the Family Code of Ukraine (regarding affiliation of the child born in the result of use of assisted reproductive technologies).

 

The bill on amendments to several legislative acts of Ukraine (regarding restriction in use of assisted reproductive technologies) was recommitted.

 

The bill on amendments to the Law "On Minimum Wage" (regarding order of adoption) was presented by Yaroslav Sukhyi, People´s Deputy of Ukraine.

 

In the result of the voting the bill was recommitted.

 

Yaroslav Sukhyi, People´s Deputy of Ukraine, presented another bill on amendments to the Law "On Compulsory State Social Insurance in Relation to the Temporary Loss of Working Capacity and Expenses due to Burial" (re provision of the insured persons with material support at the enterprises engaged in bankruptcy proceedings).

 

The parliament members upheld the decision of the Specialized Committee by 296 votes.

 

V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine, adjourned the afternoon meeting.

 

The next plenary meeting of the ninth session will be held on Wednesday, September 21.
