PLENARY MEETINGS OF THE NINTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, SEPTEMBER 22

 

In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn and the People´s Deputies greeted partisans and members of underground organizations in the period of the Great Patriotic War with the Day of Partisan Glory.

 

The Chairman briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meeting on September 21.  

 

V.Lytvyn informed that members of the Cabinet of Ministers headed by First Deputy Prime Minister A.Kliuev, and Heads of Regional Councils were present at the plenary meeting.

 

The parliament members placed the bill on amendments to the Law "On the State Budget of Ukraine for 2011" (re Payment of Salaries to the Miners) on the agenda. 

 

First Deputy Prime Minister-Minister of Economic Development and Trade A.Kliuev presented the bill "On the State Program of Economic and Social Development of Ukraine for 2012, and Fundamental Areas of Development for 2013 and 2014."

 

Under the bill, "the primary purpose of the state program is growth in prosperity and improvement of standards of life owing to the support of positive structural changes in the economy, increase of its competitive ability as a basis of a balanced growth of standards and economic development rates."

 

The state program sets the goals, tasks and basic measures of economic and social development of the country for 2012, and fundamental areas of development for 2013 and 2014. The program determines pressing issues, risks and criteria of effectiveness for each area of state policy. State regulation performed by economic and organizational-legal tools should lay the foundation for a stable long-term economic development and growth in prosperity.

 

The bill on the State Budget of Ukraine for 2012 was presented at the Verkhovna Rada. Minister of Finance Fedir Yaroshenko stated that the bill meets basic orientations of budget policy for 2012 ratified by the resolution of the Verkhovna Rada on May 13, 2011. The bill is a result of common work of the Cabinet of Ministers, the People´s Deputies, central executive authorities, local self-government, trade unions, and the public.   

 

The Minister of Finance projected the budget revenue in 2012: by consolidated budget UAH 428,5 billion, 28,5 per cent of GDP, including by the general fund UAH  370 billion, nominal GDP will increase by 16,6 per cent and total UAH 1,5 trillion. A big part of budget revenue will come from tax receipts in the amount of UAH 289 billion or by 14,2 per cent more than a target for 2011.  Its share in GDP will fall by 0,4 percentage points to 19,2 per cent, which proves alleviation of tax load on businesses.

 

Another key task for 2012 is effective administration of the government debt.

 

The Minister of Finance informed about the budget expenditures for 2012 projected in the amount of UAH 374 billion or by 29 billion more than a target for 2011.

 

Extra budget resources will be targeted at the range of social issues such as establishment of new rates of minimal wage, increase of salaries for the public sector workers UAH 18,5 billion, payment of aids for the recreation of medical and pharmaceutical personnel UAH 1,6 billion, increase of aid to the families with children - UAH 3,8 billion, increase of benefits and subsidies for the payment of public utility services by UAH 1,1 billion.

 

The Verkhovna Rada adopted the bill "On the State Program of Economic and Social Development of Ukraine for 2012, and Fundamental Areas of Development for 2013 and 2014" by 271 votes.

 

The parliament members rejected the draft resolution on rejecting the draft State Budget of Ukraine for 2012 (90 votes). 

 

The People´s Deputies passed the Resolution "On Dismissal of P.M.Tkachuk from the Office of Judge of the Constitutional Court of Ukraine." According to item 26 of part 1 of clause 85, item 9 of part 5 of clause 126, clause 149 of the Constitution of Ukraine, the Verkhovna Rada of Ukraine dismissed Pavlo Tkachuk from the office of judge of the Constitutional Court of Ukraine on the grounds of his letter of resignation.

 

First Deputy Minister of Finance Anatolii Miarkovskyi presented the bill "On Amendments to the Budget Code of Ukraine and several Other Legislative Acts of Ukraine." The bill extends the sources of revenue of the general fund of the State Budget of Ukraine. Now payments for administrative services, receipts from the sale of control stamps, charges for preparation for the state registration of copyright, and receipts from the issue of certain licenses and sale of control stamps shall arrive to the general fund of the State Budget.

 

The bill was adopted as a basis by 236 votes.

 

The Verkhovna Rada of Ukraine passed the Resolution "On the Parliamentary Hearings "On Reform of the Bodies of Ministry of Internal Affairs of Ukraine, and Implementation of European Standards." Under the resolution, the hearings shall be held on October 5, 2011.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Celebration of the 25th Anniversary of Foundation of the State Institution "Scientific Center of Nuclear Medicine of the National Academy of Medical Science of Ukraine."

 

Parliament members scrutinized amendments to the bill "On the Legal Status of Foreigners and Stateless Persons" and adopted it in entirety.

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to Clause 28 of the Law "On Land Management" (re reducing the term for land documentation registration).

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the morning plenary meeting.

 

In the beginning of the afternoon sitting, the People´s Deputies scrutinized the bill "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re payment of salary to the miners). Viktor Turmanov, People´s Deputy of Ukraine, presented it. The law increases expenses of the general fund of the state budget by UAH 1 056 million for the Ministry of Energy and Fuel Industry according to the budget programs "Reconstruction of Coal and Peat Extraction Industry", including redemption of the debt for consumed electricity for the sum UAH 541 thousand (by UAH 120 million) and "State Aid to Coal Mining Enterprises for the Partial Cover of Expenses from Prime Cost of Output Finished Coal Products" (by UAH 936 million).

 

The bill was adopted in entirety by 308 votes.

 

The People´s Deputies continued to scrutinize the bills in the second reading.

 

The bills "On Amendments to the Code of Ukraine on Administrative Infringements to strengthen Responsibility for violating the Laws on Protection of Restricted Data owned by the State" and "On Amendments to the Code of Civil Procedure of Ukraine" (re Securing a Claim by Confession and Implementation of Judgment of the Foreign Court) were adopted in entirety.

 

The Verkhovna Rada rejected the bills on amendments to the Code of Criminal Procedure of Ukraine (re seal of confession) and on amendments to several Laws of Ukraine regarding provisions of emergency assistance to the individuals in alarm conditions.

 

The bill on amendments to the legislative acts of Ukraine regarding provisions of clean territories was withdrawn.

 

The parliament members scrutinized amendments to the bill "On Amendments to several Legislative Acts of Ukraine" (re Ban on Advertising, Sponsorship and Promotion of Sale of Tobacco Goods).

 

The bill was adopted in entirety by 332 votes.

 

The People´s Deputies repeatedly scrutinized several bills adjusted for the proposals of the President of Ukraine.

 

The Verkhovna Rada adopted the Law "On Amendments to Several Legislative Acts of Ukraine regarding Regulation of Legal Relations between the Creditors and Receivers of Financial Services" adjusted for the President's proposals.

 

The Laws "On Amendments to several Legislative Acts of Ukraine regarding Simplified Procedure of Land Plots Allocation for the Needs connected with Subsoil Use" and "On Amendments to the Land Code of Ukraine regarding harmonization with the Code of Ukraine on Mineral Resources" adjusted for the President´s proposals were recommitted.

 

The parliament members scrutinized and adopted the bills on amendments to the Code of Administrative Legal Proceedings of Ukraine regarding peculiarities of legal proceedings on administrative cases, and exclusion of foreigners and stateless persons from a country, and "On the System of Emergency Service by a Single Telephone Number 112."

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, adjourned the afternoon plenary meeting.

 

The next plenary meeting of the ninth session will be held on Friday, September 23.
