PLENARY MEETINGS OF THE NINTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, OCTOBER 4
In the beginning of the morning plenary meeting, People´s Deputies observed a minute´s silence in honour of People´s Deputy Volodymyr Polokhalo, Chairman of the Committee on Science and Education, who passed away on September 23 after a siege of illness.
Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on September 20-23.
The Chairman announced that People´s Deputy Oleksandr Omelchenko left Our Ukraine-People´s Self-Defence faction.
Representatives of the deputy factions took the floor.
People´s Deputy Valerii Konovaliuk presented the bill on anti-crisis actions in the housing and public utility sector.
The bill was rejected.
The Verkhovna Rada rejected another bill on improvement of applicable legislation on housing and public utility services, namely, the bill on amendments to several laws of Ukraine regarding state control (supervision) over the housing and public utility sector.
People´s Deputy Valerii Kelestyn presented the bill on amendments to the Law "On Production Distribution Agreements" (re List of Mineral Resources Sites).
The bill was adopted by 226 votes.
People´s Deputy Viktor Shemchuk presented the bill on amendments to the Law "On Protection of Cultural Heritage" (re conferring the status of a ‘maritime memorial´ on the objects of underwater heritage). The bill was recommitted (303 votes).
People´s Deputies rejected the bill on amendments to the Law "On Primary Education" (re extending rights of subjects of primary education).
Member of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety Ihor Hlushchenko presented the bill on amendments to several legislative acts of Ukraine regarding regulation of certain administrative services (in the sphere of electrical power engineering and heat supply).
The bill was adopted by 240 votes.
The bill on amendments to several legislative acts of Ukraine regarding payment for accession to the networks of subjects of natural monopolies was recommitted.
People´s Deputy Arsenii Yatseniuk presented the bill on amendments to the Code of Civil Procedure of Ukraine (re recognition and implementation of a legally binding judgment of a foreign court).
The bill was rejected.
Valerii Sushkevych, Chairman of the Committee on the Matters of Pensioners, Veterans and Persons with Disabilities, presented the bill on amendments to the Law "On Compulsory State Retirement Insurance" (re recalculation of pensions for the employed pensioners).
The bill was recommitted (311 votes).
BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defence factions demanded a recess.
Representative of Our Ukraine-People´s Self-Defence faction declared that the opposition factions "strongly oppose scrutiny of the electoral bills, and recommend waiting for the final conclusions of the Venice Commission which shall be taken into account. It is only afterwards that the bills shall be scrutinized at the parliament under a full procedure."
People´s Deputy Volodymyr Danylenko presented the bill on amendments to the Law "On Commemoration of Victory in the Great Patriotic War of 1941-1945" (re Free Demonstration of Feature Films and Documentaries about the Great Patriotic War of 1941-1945 in Cinemas on the Victory Day).
The Verkhovna Rada adopted the bill by 284 votes.
People´s Deputy Valerii Konovaliuk presented the bill on amendments to the Law "On Citizens´ Appeals" and the draft resolution on specialized control panel on citizen´s appeals.
The bill was rejected.
The parliamentarians scrutinized and recommitted the bill on amendments to certain legislative acts of Ukraine regarding harmonization with the Law "On Licensing System in the Economic Sector."
Natalia Korolevska, Chair of the Committee on Industrial and Regulatory Policy and Entrepreneurship, presented the bill on amendments to certain Laws of Ukraine regarding claim principle of the state registration of termination of activity of sole proprietors.
The bill was recommitted (285 votes).
People´s Deputy Pavlo Unhurian presented the bill on amendments to certain legislative acts of Ukraine (regarding protection of public and information space from negative influence.
The Verkhovna Rada adopted the bill as a basis by 302 votes.
The parliamentarians scrutinized and rejected the bills on amendments to clause 31 of the Law "On Television and Radio Broadcasting" regarding alleviation of impact of the global economic crisis on activity of electronic mass media in Ukraine, and on amendments to clause 121 of the Labour Code of Ukraine (regarding preserving of average earnings during business trips).
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the morning sitting.
In the beginning of the afternoon sitting the People´s Deputies scrutinized the bill "On Ratification of the Treaty of Guarantee (Energy Efficiency Project) between Ukraine and the International Bank for Reconstruction and Development" aimed at financial support of improvement of energy consumption at the Ukrainian enterprises, rejection of relative weight of traditional energy carriers in the structure of expenses of a real sector of national economy, and strengthening of environmental protection.
The Verkhovna Rada ratified the Treaty of Guarantee by 299 votes.
The parliamentarians scrutinized several bills on improvement of effective electoral laws. The bills were presented by their authors People´s Deputies of Ukraine H. Zadyrko, Yu. Kliuchkovskyi, V. Stretovych, I. Zaets, V. Moisyk, S. Podhornyi, Yu. Hnatkevych, A. Yatseniuk and M. Potapchuk.
Oleksandr Omelchenko, Chairman of the Committee of State Building and Local Self-Government, reported on the committee´s decision regarding all the bills. The committee recommended the Verkhovna Rada to adopt the bill on amendments to item 1 of clause 9 of the Law "On Elections of the People´s Deputies of Ukraine" regarding establishment of the ultimate age requirement for the election to the office under Reg. No. 8599 authored by M.Potaptsiuk.
The committee recommended the Parliament to reject the bill on amendments to the Law "On Elections of the People´s Deputies of Ukraine" (regarding vote recount) under Reg. No.3331 authored by H. Zadyrko.
Representatives of the deputy factions discussed the bills.
All bills were rejected.
The Chairman adjourned the afternoon sitting.
