THE FIRST PLENARY WEEK OF THE NINTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION FINISHED ON FRIDAY, SEPTEMBER 9.
In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meeting on September 8.
BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense factions insisted on a break to be announced in the plenary meeting.
Roman Zabzaliuk, member of BYuT-Batkivshchyna faction, informed that ‘the so-called trial of Yu.Tymoshenko is moving towards its end.´ He stated that no one doubts Yu.Tymoshenko´s innocence and the lack of evidence in her criminal case.
The People´s Deputy informed that Ukraine had not sustained any losses further to the gas contracts signed.
Mykola Martynenko, Head of Our Ukraine-People´s Self-Defense faction, informed that law-enforcement bodies were torturing ex-minister of internal affairs Yu.Lutsenko, which threatened his life.
The faction demands that Yu.Lutsenko be immediately released and provided full medical treatment in a specialized establishment.
Further to the address of M. Martynenko, the Chair commissioned the personnel of the secretariat to request information about the cruel treatment of Yu.Lutsenko from the law-enforcement bodies.
V.Lytvyn informed that deputy factions suggested that at the Government Question Hour the Cabinet of Ministers should report on the receipt of taxes and duties in the State Budget during the import of energy products. He also informed that all members of the Cabinet of Ministers were present at the session hall.
Minister of Finance Fedir Yaroshenko answered the questions of the deputies.
The Party of Regions faction inquired about the receipt of excise duty from the imported goods in 2011.
The Minister of Finance answered that implementation of the budget and tax reforms arranged favourable conditions for economic growth. Receipts of budget-forming taxes and duties have considerably grown in comparison with the same period of the last year. UAH 4 billion 800 million was received in January-August from excise duty, which is 53% more in comparison with the same period of 2010.
People´s Deputies also asked the Minister of Finance about additional measures to be taken by the Government to protect the financial system from the possible consequences of the second wave of financial crisis, and whether the Government will be able to provide financial stability of Ukraine in view of the increase of gas price.
Anatolii Mohyliov, Minister on Internal Affairs of Ukraine, also answered the questions of the People´s Deputies. The questions concerned the actions of law-enforcement agencies during the celebration of the 20th anniversary of independence of Ukraine in Kyiv.
At the request of the specialized committee, scrutiny of the bill on counteraction to trafficking in humans was postponed.
The Chairman had placed the bill on state guarantees regarding guarantees of execution of judgement on the agenda.
The opposition was against putting the bill on the agenda.
The bill was presented by Oleksandr Lavrynovych, Minister of Justice of Ukraine.
The bill was adopted as a basis by 246 votes.
The bill on amendments to clause 13 of the Law "On State Registration of Acts of Civil Status" (re state birth record) was presented by Inna Emelianova, First Deputy Minister of Justice.
The Verkhovna Rada adopted the bill as a basis and in entirety by 292 votes.
The People´s Deputies scrutinized and adopted the bill "On Amendments to the Land Code of Ukraine" (regarding lands of agricultural scientific-research institutions and education establishments).
The bill "On Amendments to the Family Code of Ukraine" (re adoption) was adopted in the first reading and in entirety.
At the end of the plenary meeting, the People´s Deputies read out their inquiries, motions and announcements.
The Chairman adjourned the plenary meeting.
On September 12-16, the People´s Deputies are working in the committees and factions.
The next plenary meeting will be held on Tuesday, September 20.
